Sheets November 15, 2006 Lidia Graciela Agraz Vice President, Government and Public Affairs Time Warner Cable 12012 North MoPac Expressway Austin, TX 78758 Dear Ms. Agraz, The City of Round Rock requests the activation of a second (of three) access channel, required to be provided to a city with a population over of 50,000 in accordance with Chapter 666,Section 66.009 (c) (1) of the Texas Utility Code (Chapter 66). We will be happy to provide documentation of the minimum utilization requirements of the current activated access channel as specified in Section 66.009 (e) of Chapter 66, upon request. Out intent is to allow the Round Rock ISD to begin 24 hours a day, seven days a week cablecasting. My understanding is that Time Warner has already made a connection to the Round Rock ISD broadcast facility. We would appreciate a formal reply to this request in the next 14 days for our records, with the second access channel being provided within 90 days of this written request, in accordance with Section 66.009 (e) of Chapter 66.
