CM-07-01-003INTERSECTION SAFETY ANALYSIS LETTER OF AGREEMENT WHEREAS the City of Round Rock Texas (City) operates mechanical traffic signals at various high traffic intersections in the City; and WHEREAS the City is interested in verifying that these traffic signals operate in a fashion to maximize public safety of motorists and pedestrians and that motorists and pedestrians, in turn, obey the traffic signals to advance the City's public safety objectives. NOW THEREFORE: The City hereby contracts with American Traffic Solutions, Inc. (ATS) to provide technical assistance to determine if intersections selected by the City for evaluation are safe to the citizens or whether the intersections may be hazardous due to the numbers of red Tight violators. For this analysis, ATS will provide the City with its AxsisTM VIMS (Violation Incident Monitoring System) and the technical assistance for use and analysis. VIMS should be installed at each selected approach for approximately a 24-hour period. The VIMS system will record the beginning period of each red light signal phase and capture video images of potential violations in that sequence. VIMS will provide the City numerical and visual documentation, by lane and time of day, to verify if a safety problem exists at the intersection(s). The intersection approaches to be analyzed are indicated on Exhibit 1 of the Agreement. A finding of at least 10 red Tight violations per day shall indicate that the City finds the intersection's safety warrants installation of a red light photo enforcement system. RESULTS DISPOSITION: A. If the analysis of the intersections does not indicate a red light running problem, there shall be no charge for the VIMS analysis; B. If the analysis indicates that any intersections pose a red light running problem, and the City agrees that a red light photo enforcement system should be employed, then if upon completion of the City of Round Rock RFP process the City of Round Rock completes an Agreement for installation of the Red Light Photo Enforcement System with ATS there shall be no charge for the VIMS analysis; or C. 1f upon completion of the data analysis, the City of Round Rock elects not to set up a Red Light Photo Enforcement System, or upon completion of the RFP process ATS is not awarded the installation contract; the City shall pay ATS $500 per day for the intersections deemed a problem. Funding: Cost: $1,500.00 Source of funds: Background Information: This agreement with American Traffic Solutions, Inc. will provide the City with Axis, Violation Incident Monitoring System and the technical assistance for use and analysis at three separate traffic intersections. For a twenty-four (24) hour period each of three intersections will be monitored for numerical and visual documentation, by lane and time of day, to verify if a safety problem exists at the intersections.
