CM-07-04-051STATE OF TEXAS COUNTY OF WILLIAMSON SUPPLEMENTAL CONTRACT NO. 1 TO CONTRACT FOR ENGINEERING SERVICES FIRM: S.D. KALLMAN, L.P. ("Engineer") ADDRESS: 1106 S. Mays, Suite 100, Round Rock, TX 78664 PROJECT: GREENLAWN PLACE BLUE TUBING REPLACEMENT PROJECT This Supplemental Contract No. 1 to Contract for Engineering Services is made by and between the City of Round Rock, Texas, hereinafter called the "City" and S.D. Kallman, L.P., hereinafter called the "Engineer". WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter called the "Contract", on the 14th day of September, 2006 for the Greenlawn Place Blue Tubing Replacement Project in the amount of $74,731.00; and WHEREAS, it has become necessary to amend the Contract to modify the provision s for the scope of services and to increase the compensation by $13,587.00 to a total of $88,318.00; and NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract is amended as follows: I. Article 2, Engineering Services and Exhibit B, Engineering Services shall be amended as set forth in the attached Addendum To Exhibit B. Exhibit C, Work Schedule shall be amended as set forth in the attached Addendum To Exhibit C. II. Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by $13,587.00 the lump sum amount payable under the Contract for a total of $88,318.00, as shown by the attached Addendum to Exhibit D. Attend preliminary conferences with the City regarding the requirements of the project. 2. Preparation of Plans and Specifications. Construction plans shall include the location of proposed water service replacements and demolition and reconstruction of curb and gutter, sidewalk and driveways. 3. City desires to add to the Project Scope approximately 12,820 linear feet of 8" water line pre -chlorinated pipe bursting to the existing 8" asbestos cement water main. Engineer shall research this innovative method and prepare additional Plans and Specifications to accomplish this addition to the Project Scope. 4. Prepare bid quantities. 5. Prepare final design estimate, specifications and general notes. Bidding Phase 1. Prepare bidding documents and all copies for the bidding process. 2. Add pre -chlorinated water line pipe bursting quantities to the bidding documents. 3. Attend pre-bid conference and attend public bid opening. 4. Review bids received for completeness and accuracy and prepare detailed bid tabulations. 5. Make recommendation for bid award and prepare notice of award. 6. Prepare seven sets of final contract documents. Construction Phase 1. Provide periodic construction inspection services to assure compliance with plans and specifications. 2. Provide additional construction inspection services to add pre -chlorinated water line pipe bursting to the Scope of this project. 3. Attend construction meetings as requested by City. 4. Review and make recommendations to City on submittals, pay requests and change orders. 5. Punchlist the project when contractor requests consideration for acceptance. Sign off on completed punchlist. 6. Director of Utilities Justification: This supplemental agreement No. 1 adds the scope for providing engineering services for the asbestos -cement (A/C) water line replacement to be performed in conjunction with the blue tubing replacement project for the same area. This project will replace the A/C water lines in Greenlawn Place Sections 1, 2, & 3, and Windy Terrace Section 1. Windy Park Sections 1 & 2 do not have A/C water lines so these water lines are not scheduled to be replaced. Funding: Cost: $13,587 Source of funds: Self Financed Utility Fund (F220) Outside Resources: S.D. Kallman, L.P. Background Information: The blue tubing replacement effort has been an on-going effort by the city. Replacing A/C water lines associated with the blue tubing service lines should benefit the city by systematically 1) reducing additional unaccounted for water losses, 2) reduce the burden and expense by the city water maintenance forces by reducing leaking water lines, and 3) renew the city's water transmission lines by placing new lines in service and replacing lines that are at or near the end of their design life. The schedule for water line replacement has been coordinated with the City's Transportation Department so street paving improvements will occur soon after this project is completed in Fall 2007.
