INTERLOCAL AGREEMENT
BETWEEN THE CITY OF ROUND ROCK POLICE DEPARTMENT AND THE
WILLIAMSON COUNTY SHERIFFS OFFICE

This agreement is made this `&day of /tL , 2007 between the City of Round

Rock, Texas Police Department and the WilCounty Texas Sheriffs Office.
Pursuant to the authority grant by the "Texas Interlocal Cooperation Act" Chapter 791 Texas
Government Code, providing for the cooperation between local government bodies the parties
hereto, in consideration of the premises and mutual promises contained herein agree as follows:
Whereas, the parties, in performing governmental functions or in paying for the performance of
governmental functions hereunder shall make that performance or those payments from current
revenues legally available to that party.
Whereas, the governing bodies of each party find that the subject of this contract is necessary for
the benefit of the public and that each party has the legal authority to perform and to provide the
governmental function or service which is the subject matter of this contract; furthermore, the
governing bodies fmd that the performance of this contract is in the common interest of the
parties; and that the division of cost fairly compensates the performing party for the service
performed under this contract.
I.
The City of Round Rock Police Department will be a read-only user of the Williamson County
Sheriffs Office "Ableterm" database. Access will be limited to the arrested persons and case
disposition modules.

The City of Round Rock will be responsible for the cost of the user license for the Ableterm
software.
Al Tooker, or his successor, is hereby designated as the official representative to for the City of
Round Rock in all matters relating to this agreement. Jennifer Hau, or her successor, is hereby
designated as the official representative to act as the official representative to act for Williamson
County in all matters relating to this agreement.
IV.
This agreement shall take effect upon execution by both signatories.
V.
Either party may terminate this agreement at any time by providing written notice of such
termination.

VI.
The City of Round Rock will maintain security on the computer terminal with access to this
database and will maintain the confidentiality of the password required for access to the database.
The City of Round Rock acknowledges that database activity will be monitored by Williamson
County. The City of Round Rock will only use the database for the purpose of researching
dispositions of cases for the final disposition of evidence or property in possession of the Round
Rock Police Department.

SUBJECT: Ableterm Interlocal with Williamson County
ITEM: Ableterm Interlocal Agreement
This interlocal agreement with Williamson County allows the
Round Rock Police Department to be a read-only user of the
Sheriff Department's "Ableterm" database. This database
provides data on county criminal case dispositions and arrested
persons. Having internet-based access to these data which
would greatly increase the efficiency of the RRPD
Evidence/Property Control Unit. There is no direct cost from the
county for the interlocal, but the Department will have to
purchase a one -user license of the software used by the Sheriff's
Department to access these data. The cost of that software
license is $517 and brings with it an annual maintenance
agreement of $71.65. The Department will absorb that cost out
of its regular budget.

cooperating efforts between the Williamson County law
enforcement agency and the City of Round Rock police
department.
