This is the e-mail received from the U.S. Dept. of Justice related to the Bullet Proof Vest Program 2007 Application process. I will
be sending you a PDF version of last year's application for review. It is all done on-line and they don't recommend that you
complete the process until you are ready to submit. Once it is submitted, it can't be retrieved. The only thing that will change from
last year is the quantity from 30 to 24. Let me know if you need anything else.

Dear BVP Participant:
The Bureau of Justice Assistance (BJA) is pleased to announce the Fiscal Year (FY) 2007 BVP application funding period.
Applications for FY 2007 BVP funds will be accepted beginning Monday, March 19, 2007. All applications must be submitted via the
online by 5:00 pm (Eastern Time), Monday, April 30, 2007. Please note that FY 2007 BVP funds may only be used toward the purchase of
vests ordered on or after April 1, 2007. Each vest purchased with FY 2007 funds must meet National Institute of Justice (NIJ) standards on the
date it was ordered.
To ensure that program participants are submitting applications that accurately reflect their vest needs for the next two years, please review the
program guidance below. Prior to submitting an application for FY 2007 BVP funds:
1. Verify that the number of vests indicated on the application does not exceed actual agency needs. Review all
currently deployed vests for those that will need to be replaced during the next two years, according to the
replacement cycle indicated on your BVP system profile. Applications for funds should reflect the number of vests
your agency needs to replace within the next two years, and vests for officers your agency anticipates hiring in the
next two years. (New hires can be anticipated based on the average number of officers hired over the most recent
three years.)
2. Ensure that the application accurately reflects the current market cost for the vests identified on the application.
3. Review previous year(s) BVP funding to identify any unspent funds that might currently be available for BVP
needs.
Your careful attention to actual vest needs will help ensure that all eligible jurisdictions submitting requests will receive the maximum
allowable based on the appropriation and distribution guidelines.

In past years the Police Department has participated in the
Bulletproof Vests Partnership (BVP) Program which is a
grant program offered by the U.S. Department of Justice.
This program is a unique U.S. DOJ initiative designed to
provide a critical resource to state and local law
enforcement and is administered by the Office of Justice
Programs Bureau of Justice Assistance. The program is
designed to reimburse eligible law enforcement agencies
for funds expended on vest replacements. This
Department will utilize program funds for all scheduled
vest replacements during the 2007/2008 fiscal year. The
program covers all replacements made after May 1, 2007
and expires April 30, 2008.

Cost: General Fund - 50% Match Fund

Background Information: Since 1999, over 11,900 jurisdictions including
the City of Round Rock, have participated in
the Bulletproof Vest Partnership Program, with
over $173 million in federal funds committed
to support the purchase of an estimated
500,000 vests.
