("Engineer") 1120 South Capital of Texas Highway, The Setting III, Suite 100, Austin, TX 78746 RM 1431 24 -INCH WATER LINE IMPROVEMENTS This Supplemental Contract No. 1 to Contract for Engineering Services is made by and between the City of Round Rock, Texas, hereinafter called the "City" and K Friese & Associates, Inc. hereinafter called the "Engineer". WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter called the "Contract", on the 24th day of May, 2007 for the RM 1431 24 -Inch Water Line Improvements Project in the amount of $59,675.00; and WHEREAS, it has become necessary to amend the Contract to modify the provisions for the scope of services and to increase the compensation by $11,452.00 to a total of $71,127.00; and NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract is amended as follows: I. Article 2, Engineering Services and Exhibit B, Engineering Services shall be amended as set forth in the attached Addendum To Exhibit B. II. Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by $11,452.00 the lump sum amount payable under the Contract for a total of $71,127.00, as shown by the attached Addendum to Exhibit D. Sheets, City Attorney 5-� -07 Date Supplemental Contract #1 120327.doc - 0199.7002 - WL04RM1431 2 Rev.07/06/06 84275 ADDENDUM TO EXHIBIT B Engineering Services The changes to the scope of this project are as follows: GENERAL The Cedar Park -Round Rock Interconnect project is located along RM 1431 both east and west of the intersection with CR 175. The project consists of approximately 7,000 linear feet of waterline connecting Cedar Park's and Round Rock's water systems. The project also includes a meter and flow control valve as well as vaults and piping for a future meter and flow control valve. This interconnect will provide an alternate source of water to the City of Cedar Park during design and construction of the Brushy Creek Regional Utility Authority Regional Water System. In the future, this water line will be Round Rock's connection to the Brushy Creek Regional Utility Authority's system. K Friese & Associates, Inc. (KFA) has completed 50% plans and technical specifications for the water line. The water line was initially proposed to be 24 -inches in diameter. During the course of design, it was recognized that under future flow conditions, when the City of Round Rock is receiving water from the BCRUA system, velocity in the 24 -inch line would be significantly greater than typical design criteria. This request for additional services is to re -design the project using 36 - inch diameter pipe and valves. SCOPE OF SERVICES 1. Easement Acquisition Support — In order to support construction of the larger pipe and appurtenances, the temporary construction easement has been widened from 20 feet to 50 feet. This change requires the revision of two sets of field notes and sketches. Please note that the field notes and sketches were prepared early in the design process to expedite easement acquisition. This was due to the shortened construction timeline to provide the City of Cedar Park with an emergency interconnect by summer 2008. 2. Design of the line — The increase in pipe and valve diameter requires a more complex flow control valve vault design. Additionally, vaults for the 36 -inch diameter valve operators are being added. The plan sheets will be revised to show the larger pipe and valve diameters, the butterfly valve details, and vaults for the larger diameter valves. 3. SCADA Review — The original concept included SCADA equipment located at the vault on the north side of RM 1431. Changes to the project require more complicated design with SCADA radio equipment in two separate locations with relay and antennas. Therefore, KFA contracted with James R. Schultz & Associates to review and assist in the SCADA design. Friese & Associates, Inc. for the RM 1431 24 -Inch Water Line Improvements Project. Department: Water and Wastewater Utilities Staff Person: Michael D. Thane, Director of Utilities Justification: This Supplemental Contract No. 1 is for services required to re -design this water line from a 24 -inch to a 36 -inch diameter line. During the course of design, it was recognized that under ultimate design flows, when the City is receiving water from the BCRUA system, velocities in the 24 -inch water line would be 19.7 feet per second (fps), which is significantly greater than typical design criteria. A 36 -inch ductile iron pipe or steel pipe water line under the same ultimate design flows will have a velocity of 8.7 fps, which is a little high, but acceptable. Other services included under this Supplemental Contract No. 1 are revisions to the survey documents, additional complexity of the flow control valve, and vault design. The total contract amount, including Supplemental Contract No. 1, will be $71,127.00. Funding: Cost: $11,452.00 Source of funds: Capital Project Funds (Self -Financed Utility) Outside Resources: K. Friese & Associates, Inc. Background Information: This project is identified in our current (2004) Water Master Plan to be completed by 2020. However, now that Lake Travis has become the future water supply, this line will need to be completed by 2014. In addition, per an Interim Water Supply Agreement with Cedar Park, the City is required to deliver Cedar Park 4 mgd of potable water by the summer of 2009. This line as well as two other future City of Round Rock water improvement projects is required to be constructed earlier than identified in the master plan, in order to meet the requirements of the Interim Water Supply Agreement. One is a 2 million gallon Elevated Water Storage Tank and the other is a 7.5 mgd High Service Pump at our Water Treatment Plant. In consideration for the City of Round Rock completing this project sooner than was planned, the City of Cedar Park will pay the City of Round Rock a lump sum of $1,000,000.
