Department: Water/Wastewater Utility Staff Person: Michael Thane, P.E., Director of Utilities Justification: The City routinely uses the sludge drying beds at the Brushy Creek Regional West Wastewater Treatment Plant for drying City of Round Rock sanitary system wastes before hauling them off the site to a landfill for disposal. In order to properly document the exchange of ownership of the wastes from the City to the LCRA while the waste is stored at their facility, the City acknowledges the Conditions for Use of the West Plant Drying Beds. A copy of a sample manifest is attached to show how the documentation will be performed as a part of the new procedures. Funding: Cost: $0 Source of funds: N/A Outside Resources: Lower Colorado River Authority (LCRA) Brazos River Authority (BRA) Background Information: The city has historically used the sludge drying beds at the Brushy Creek Regional West Wastewater Treatment Plant for drying City of Round Rock sanitary system wastes from time to time to dry the material prior to proper disposal at an approved landfill site. In the past, there have not been any procedures for properly documenting the change in ownership of the waste material. This document clarifies the proper procedures and paperwork necessary for transferring the waste to the LCRA facility and then to transport it off of their facility to the disposal site. Public Comment: N/A Blue Sheet Format Updated 01/20/04 Wk4 igagrjt ENERGY • WATER • COMMUNITY SERVICES December 13, 2007 Michael Thane, P.E., Utilities Director City of Round Rock, Texas 212 Commerce Round Rock, TX 78664 Subject: Use of Brushy Creek Regional (West) Wastewater Treatment Plant Drying Beds Dear Michael, As we have discussed, the Brazos River Authority (BRAZOS) and the Lower Colorado River Authority (LCRA) are aware that the City of Round Rock (the City) routinely uses the drying beds at the Brushy Creek Wastewater (West) Treatment Plant (the West Plant) to dewater wastewater collection system debris as part of the management, operations and maintenance of the City's wastewater collection system. Use of the drying beds is authorized under TPDES#10264-001 held by BRAZOS and LCRA. BRAZOS and the LCRA are responsible for permit compliance at the West Plant as the operator and owner. It is our understanding that the City desires to continue to use the drying beds at the West Plant. In order to insure permit compliance and appropriate management and control of activities on the premises of the West Plant, BRAZOS and LCRA hereby request that the City of Round Rock acknowledge and accept the attached conditions of use of the facilities. To the extent that the City acknowledges the conditions of use of the drying beds at the Plant, BRAZOS and LCRA agree to allow the City onto the site for treatment. Critendon, P.E., PMP, Regional Manager LCRA Water & Wastewater Utility Services Attachment: Exhibit A — Conditions for Use of the West Plant Drying Beds Sample Material Hauling Manifest LOWER COLORADO RIVER AUTHORITY WATER ALLIANCE BRAZOS RIVER AUTHORITY Attachment A Conditions for Use of the Brushy Creek Regional Wastewater Treatment (West) Plant Drying Beds by the City of Round Rock 1) City acknowledges that it is a subscriber to the Brushy Creek Regional Wastewater System and its wastewaters are of the type intended to be handled by the Brushy Creek system; 2) City will pay to have drying beds modified and repaired as necessary to accommodate proposed dewatering process; 3) City will only enter the plant for the purpose of delivering or removing collection system debris from 8:00 am to 5:00 pm, Mondays through Fridays except on Holidays; 4) City will use only those drying beds designated by BRAZOS-LCRA for the City's use. 5) In the event of an emergency requiring City personnel to access the plant after hours, on weekends or on a Holiday, the Utility Director, or designee, will contact BRAZOS Regional Superintendent, or designee, not later than 8:30 am the following morning; 6) City will record on manifests provided by BRAZOS-LCRA, all information related to the delivery and removal of collection system debris in accordance with 30 TAC 335 to include the following: i. Volume of waste and date(s) generated from treatment process; ii. Volume of waste disposed of on-site or shipped off-site; iii. Date(s) of disposal; iv. Identify of hauler or transporter; v. Location of disposal site; and vi. Method of final disposal. 7) City certifies that the wastes delivered to the plant are collection system debris obtained from its domestic wastewater collection system. City further agrees that it will not use the drying beds to dispose or otherwise dewater any material other than that which is removed from the City of Round Rock's subscribed sanitary sewerage collection system. The City may not dewater sludge or other material from grease traps, grit traps, other sludge from other processes; Page 2 Exhibit A — Conditions for Use 8) City agrees that such dewatering operations may not interfere with BRAZOS' operations of the facilities; 9) City agrees to clean up of any material that has or may be spilled over the sides of the concrete containment beds onto the surrounding ground. To the extent that such clean-up is not performed, City agrees to reimburse BRAZOS / LCRA its cost incurred in performing such clean-up; 10) City agrees to reimburse BRAZOS / LCRA for any damage caused by City personnel or its contractors associated with its use of the facilities; 11) City agrees that dewatered debris may not be stockpiled or stored for extended durations such that they may become a nuisance or hazard; 12) City agrees that dewatered debris will be removed and disposed at an approved site and such removal of dewatered collection system debris will be documented on appropriate manifests; 13) City agrees that its use of the West Plant is limited to access to the drying beds and may be curtailed in the event of an emergency; 14) BRAZOS and LCRA may withdraw authorization for Round Rock to use the drying beds at any time, with or without notice; and Acknowledgement: I have read and accept the Conditions for Use of the Brushy Creek Regional Wastewater Treatment (West) Plant Drying Beds as presented this I .
