Delegating an "Authorized Representative"
City of Round Rock East Transmission Line, Phase Two
Dear Director:
This letter serves to designate s'� 1, t as an authorized person for
signing biweekly and post significant rainfall storm water inspections only. This authorization is
not being used for signing a TPDES permit application (e.g. Notice of Intent).
By signing this authorization, I confirm that I meet the following requirements to make such
designation as set forth in Part III, Section F, Item Number 8D of the TPDES General Permit.
For a corporation, the application shall be signed by a responsible corporate officer. For the purpose of this
paragraph, a responsible corporate officer means a president, secretary, treasurer, or vice-president of the
corporation in charge of a principal business function, or any other person who performs similar policy or
decision making functions for the corporation; or the manager of one or more manufacturing, production, or
operating facilities employing more than 250 persons or having gross annual sales or expenditures exceeding
$25,000,000 (in second quarter 1980 dollars), if authority to sign documents has been assigned or delegated
to the manager in accordance with corporate procedures. Corporate procedures governing authority to sign
permit or post -closure order applications may provide for assignment or delegation to applicable corporate
positions rather that to specific individuals.
For a partnership or sole proprietorship the application shall be signed by a general partner or the proprietor,
respectively.
For municipality, State, Federal or other public agency, the application shall be signed by either a principal
executive officer or a ranking elected official. For purposes of this paragraph, a principal executive officer of
a Federal agency includes the chief executive officer of the agency, or a senior executive officer having
responsibility for the overall operations of a principal geographic unit of the agency (e.g. Regional
Administration of the EPA).
"I certify under penalty of law that this document and all attachments were prepared under my
direction or supervision in accordance with a system designed to assure that qualified personnel
properly gathered and evaluated the information submitted. Based on my inquiry of the person or
persons who manage the system, or those persons directly responsible for gathering the
information, the information submitted is, to the best of my knowledge and belief, true, accurate,
and complete. I am aware that there are significant penalties for submitting false information,
including the possibility of fine and imprisonment for knowing violations."

SWPPP Inspection Reports Signature Authorization
Mr. Rundell:
Please find the attached form associated with the Storm Water Pollution
Prevention Plan (SWPPP) for the East Line Phase II.
I spoke with Compliance Resources, the sub to McLean Construction for the
SWPPP, to get clarification on the process of signing and filing the required
biweekly and post -rainfall inspection reports. The reports are issued biweekly and
after every rainfall of %2" or more.
The attached form delegates authorization to sign the inspection reports.
Signatory authorization may be delegated to anyone within the City of Round
Rock organization. Please designate a signator (ex: Jeff Bell) in the blank
provided and have the City Manager or other "principle executive officer" sign
the authorization letter. We will be happy to file the letter with TCEQ.
Once the signature authorization letter has been filed with TCEQ, Jeff Bell, or
whomever is designated as signator, maysign the inspection reports. The signed
inspection reports should be filed in the City's copy of the SWPPP, which we will
forward to you as soon as the signature authorization letter has been submitted to
TCEQ.
