to the Professional Services Contract with K. Friese & Associates, Inc. for the
RM 1431 36 -Inch Water Line Improvements.

,Justification:
Supplemental Contract No. 2 is for services required to prepare and submit a Stormwater
Pollution Prevention Plan to TCEQ which includes; creating a separate set of bid and
specifications documents for this 36 -inch water line project and the 16 -inch water line
project that connects this line to Cedar Park's system, revising the completed construction
plans to reflect the two future water lines in Sam Bass Road, and design of a dual Pressure
Reducing Valve (PRV) vault. During the course of design, along with HDR's work on the
Water Master Plan, it was recognized that under the future ultimate design flows when the
City is receiving water from the BCRUA system, the system and pressure reducing valves
would be needed to reduce the BCRUA operating Head of 1127 -feet above mean sea level
(msl) to Round Rocks' operating Head of 1031 -feet above msl. This requires a PRV to be
installed in the 36 -inch water line. The total contract amount, including Supplemental
Contracts No. 1 and 2, will be $89,304.00, which is about 5% of the current construction
cost of this project.

Background Information:
This project is identified in our current (2004) Water Master Plan to be completed by 2020.
However, now that Lake Travis has become the future water supply, this line will need to be
completed by 2013. In addition, per our agreement to deliver Cedar Park 4 MGD of potable
water by the summer of 2009, this line and two other future City of Round Rock water
improvements projects were identified, one is a 2 million gallon Elevated Water Storage
Tank and the other is a 7.5 mgd High Service Pump at our Water Treatment Plant. In
consideration for the City of Round Rock completing this project sooner than was planned
the City of Cedar Park has paid the City of Round Rock a lump sum of $1,000,000.

This Supplemental Contract No. 2 to Contract for Engineering Services is made by and between
the City of Round Rock, Texas, hereinafter called the "City" and K Friese & Associates, Inc.,
hereinafter called the "Engineer".
WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract", on the 24th day of May, 2007 for the RM 1431 24 -Inch Water Line
Improvements Project in the amount of $59,675.00; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 1 on the 24th day of
August, 2007 to modify the provisions for the scope of services, to increase the compensation by
$11,452.00 to a total of $71,127.00, to extend the Contract, and to modify the provision for
notices to proceed; and

WHEREAS, it has become necessary to amend the Contract to modify the provisions for the
scope of services and to increase the compensation by $18,177.00 to a total of $89,304.00; and
NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract
is amended as follows:
I.
Article 2, Engineering Services and Exhibit B, Engineering Services shall be amended as set
forth in the attached Addendum To Exhibit B. Exhibit C, Work Schedule shall be amended as
set forth in the attached Addendum To Exhibit C.
II.
Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by
$18,177.00 the lump sum amount payable under the Contract for a total of $89,304.00, as shown
by the attached Addendum to Exhibit D.

ADDENDUM TO EXHIBIT B
Engineering Services
The changes to the scope of this project are as follows:
GENERAL
The Cedar Park -Round Rock Interconnect project is located along RM 1431 both east and west
of the intersection with CR 175. The project consists of approximately 7,000 linear feet of
waterline connecting Cedar Park's and Round Rock's water systems. The project also includes a
meter and flow control valve as well as vaults and piping for a future meter and flow control
valve. This interconnect will provide an alternate source of water to the City of Cedar Park
during design and construction of the Brushy Creek Regional Utility Authority Regional Water
System. In the future, this water line will be Round Rock's connection to the Brushy Creek
Regional Utility Authority's system.
This request for additional services includes preparing a Stormwater Pollution Prevention Plan,
preparing additional bid documents and specifications, additional pipe design performed during
project design as well as the design of a vault for a future dual pressure reducing valve station
and piping changes that are the result of additional planning performed by the City after
completion of the design of the project. The planning indicated that the future flow control valve
and mag -meter were not appropriate at the locations shown initially on this project, but instead
will be included as part of the Regional Water System pipeline. However, a dual pressure
reducing valve is required to reduce the pressure of water from the Regional System to match the
HGL of Round Rock's system at this location. The vault initially intended to house the flow
control valve was redesigned for the dual PRV station. Additionally, a location for a proposed
elevated tank on RM 1431 near the eastern terminus of this waterline was selected post -design
and required that the drawings be updated to include a stub out for this tank.
SCOPE OF SERVICES
1. Stormwater Pollution Prevention Plan — KFA prepared a stormwater pollution prevention
plan for the project.
2. Additional Bid Documents — The Round Rock portion of the project included both
ductile iron and steel pipe, while the Cedar Park portion only included ductile iron pipe.
To allow the lowest bid for each portion of the project, it was split into two construction
projects. One set of plans was used for both construction contracts. However, two sets
of bid documents and specifications were produced.
3. Pipe Design — A future line will proceed south on Sam Bass Road from this project once
the City begins taking water from the Brushy Creek Regional Utility Authority's Water
System. It is expected that the proposed line will be 36 -inches in diameter. Therefore,
Round Rock has requested that the line size be increased to 42 -inches from the Regional
connection point to the point where the future 36 -inch will connect to this project. The
design of the pipe was reviewed to ensure that the deflection angles for a 42 -inch pipe
were not exceeded. Plan sheets were revised to show the larger pipe.
As mentioned previously, the bid form included both ductile iron pipe and steel pipe.
KFA designed the pipe for both options, revised the drawings to include steel pipe and
edited the specifications as required to include both steel pipe and ductile iron pipe. KFA
investigated corrosion control for steel pipe, calculated the size of steel encasement pipe
for the steel pipe, and created details specific to steel pipe. The bid form was modified to
include items for steel pipe.
4. Design of Dual Pressure Reducing Valve Vault — KFA coordinated with HDR on the
future flow and the upstream and downstream pressures at the location of the PRV. KFA
reviewed City of Round Rock standard details. KFA contacted a PRV manufacturer to
select the PRV appropriate for this application. The design of the vault was based on the
City's standard details and the size of the valve recommended by the manufacturer. The
drawings were revised to include this vault on the plan sheet as well as in the details.
5. Drawing Revisions — KFA also updated the drawings to include a 36 -inch stub on the
west side of Sam Bass Road and a stub to connect to a future elevated tank near the
eastern end of the project.
