Item Summary:
On October 28, 2010, the City Council executed a contract with Halff Associates, Inc. for the RM 620 environmental and
right-of-way determination project (R -10-10-28-10E5). The scope of work under this contract was to prosecute all of the
necessary steps to receive approval of the environmental documents for this project from both the Texas Department of
Transportation (TxDOT) and the Federal Highway Administration (FHWA). Presently, this work is nearly 50% complete; an open
house was held in October which included discussion about this project, last week TxDOT provided written comments regarding
the schematic design of the project, and a public hearing is anticipated sometime during the month of March.
Recently, staff met with an affected land owner to discuss the project and the potential impacts to his property. During this
conversation the land owner suggested that a new alignment be considered which shifts the road onto his property. Staff has
evaluated this suggestion and determined several benefits to this realignment: significant construction cost savings; reduced
right-of-way take from other properties; much easier approval from the Union Pacific Railroad; and significant improvements in
the traffic control, construction phasing and overall complexity of this project. Therefore, staff believes that this realignment has
merit and is worthy of further investigation.
This supplemental contract with Halff Associates, Inc. in the amount of $19,797.56 will analyze this new alignment and produce a
schematic document with which further conversations can be held with City leadership about whether this realignment should

This Supplemental Contract No. 1 to Contract for Engineering Services is made by and between the
City of Round Rock, Texas, hereinafter called the "City" and Halff Associates, Inc., hereinafter
called the "Engineer".
WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter called
the "Contract", on the 28th day of October, 2010 for the RM 620/Round Rock Avenue
Environmental and Right -of -Way Determination Project in the amount of $752,467.81; and
WHEREAS, it has become necessary to amend the Contract to modify the provisions for the scope
of services and to increase the compensation by $19,797.56 to a total of $772,265.37; and
NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract is
amended as follows:
I.
Article 1 Engineering Services and Exhibit B. Engineering Services shall be amended as set forth in
the attached Addendum To Exhibit B.
II.
Article 4. Compensation and Exhibit D. Fee Schedule shall be amended by increasing by $19,797.56
the lump sum amount payable under the Contract for a total of $772,265.37, as shown by the attached
Addendum to Exhibit D.
IN WITNESS WHEREOF, the City and the Engineer have executed this Supplemental Contract in
duplicate.

ADDENDUM TO EXHIBIT B
GENERAL PROJECT OVERVIEW
For the scope of services for this Work Authorization the ENGINEER shall provide
engineering and environmental services to assist the city in evaluating a potential
realignment of RM 620 due to the potential acquisition of the "Back in Texas LP"
property. See the Project Location Map below.

TASK OUTLINE
VIII. ADDITIONAL SERVICES FOR REALIGNMENT EVALUATION
A. ROADWAY DESIGN
1. Revise Roadway Geometry: Engineer will revise roadway geometry of RM
620, access roads, and Chisolm Trail to optimize the alignment and right-of-
way
ight-ofway impacts. Engineer will develop profiles for the realigned roadways to
ensure design criteria is met and sufficient clearance over the UPRR is
maintained for the proposed bridge structure.
2. Evaluate Construction Sequence: Engineer will produce a conceptual
construction sequence for the realignment and evaluate the benefits versus
the conceptual construction sequence based on the current schematic.
3. Evaluate Construction Cost Savings: Engineer will evaluate the construction
cost saving realized by the realignment, including reductions in: bridge costs
(due to straddle bents and superelevation no longer required), temporary
pavement, temporary retaining walls, permanent retaining walls, and others.

4. Evaluate ROW Impacts and Cost Savinas: Engineer will work with in-house
appraiser to evaluate planning level ROW cost impacts for the realignment.
5. Prepare plan view exhibit: Engineer will prepare a plan view exhibit for use by
city staff in evaluating the realignment. The exhibit will not be a revision to
the preliminary design schematic (the design schematic and environmental
document would be revised after a determination is made to proceed with the
realignment).
B. ENVIRONMENTAL
1. Evaluate Environmental Aspects: Engineer will evaluate and summarize the
environmental aspects of the realignment. In particular, the impacts to the
structure occupied by the Gumbo's restaurant and the implications of affecting
this structure.
Any additional services required beyond those specifically identified in this
proposal are beyond the scope of services to be provided under this proposal.
Any required additional services will be separately identified and negotiated
and such additional scope and commensurate fee will be executed/authorized
under a supplement agreement to this proposal/contract.
