ITEM: Action authorizing the City Manager to sign a letter accepting changes in the
1% annual chance flood water surface elevations and delineation associated
with a Letter of Map Revision request in conjunction with the East Chandler
Retail Center development.

Justification:
The East Chandler Retail Center (University Oaks) development was required to process a
Letter of Map Revision (LOMR). This LOMR will affect the 1% annual chance flood plain
depiction shown in the Flood Insurance Study for Williamson County, Texas and
Incorporated Areas. The area of the LOMR includes property owned by the City, namely
McNeil Park. The Federal Emergency Management Agency (FEMA) is requesting the City's
acceptance of the revised flood plain prior to issuance of the LOMR.

Backaround Information:
The Flood Insurance Rate Map (FIRM) for a community depicts land which has been
determined to be subject to a 1% (100 -year) or greater chance of flooding in any given
year. The FIRM is used to determine flood insurance rates and to help the community with
flood plain management. The Engineering and Development Services staff has reviewed the
LOMR application and recommend that the City Manager sign the referenced letter. The
LOMR application indicates that the base flood elevations in the vicinity of McNeil Park will
be reduced from the currently effective base flood elevations.

Base Flood Elevations
Dear Mr. Nuse,
The Flood Insurance Rate Map (FIRM) for a community depicts land which has been determined to be subject to a
1% (100 -year) or greater chance of flooding in any given year. The FIRM is used to determine flood insurance rates
and to help the community with floodplain management.
Fisher Hagood, Inc. is applying for a Letter of Map Revision (LOMR) from the Federal Emergency Management
Agency (FEMA) on behalf of McNeil Real Estate Ltd. To revise FIRM 48491CO240 C for the City of Round Rock,
Texas along Chandler Branch. McNeil Real Estate Ltd. is proposing to revise the FIRM to reflect updated
topographic conditions along the southern boundary of East Chandler Retail Center (University Oaks Shopping
Center) located on the southeast corner of 1H 35 and University Oaks Boulevard.
The Letter of Map Revision will result in (please refer to the attached map):
Special Flood Hazard Area (SFHA) maximum increase in width of 200 feet approximately 1,150 feet
downstream of IH 35 North and maximum decrease in width of 110 feet approximately 250 feet upstream
of IH 35 South.
2. Base Flood Elevation (100 year) maximum increase in elevation of 1.2 feet approximately 1980 feet
upstream of IH 35 South and maximum decrease in elevation of 2.5 feet approximately 1380 feet upstream
of IH 35 South.
We would like to obtain your acceptance of the changes to the 1% annual chance water -surface elevation and 1%
annual chance floodplain on your property at 3701 IH 35 N, Round Rock, Texas. Please sign and date the provided
copy of the letter to signify your acceptance and return it to Mr. Terry R. Hagood, P.E., at Fisher Hagood, Inc., 1
