ITEM: Action authorizing the City Manager to execute Change Order No. 2 with
Enviro Remediation Coatings Services, Inc. for the 2005-2006 Wastewater
Collection System Rehabilitation Project.

Justification:
The City is required to inspect, repair, and certify its wastewater collection system in
compliance with the Texas Commission on Environmental Quality's Edwards Aquifer
Recharge Zone Protection Program. This change order adjusts quantities for concrete repair
(sidewalk and driveway aprons) which was not a part of the original bid.

Background Information:
This project rehabilitates defective sewers, which were identified in the 2005-2006
Wastewater Collection System Inspection Project in three Edwards Aquifer Basins (CC -32Z,
OC -30Z, and BC -22Z). The elimination of defects not only helps protect the aquifer, but
also reduces inflow and infiltration entering the sewer system, thereby reducing the City's
treatment cost from the Lower Colorado River Authority and the Brazos River Authority, who
respectively own and operate the Brushy Creek Regional Wastewater Treatment Plant. The
scope of the project includes cured -in-place pipe, liner patches, point repairs, pipe bursting,
boring, conventional pipe replacement, internal joint grouting, and manhole rehabilitation
and replacement.
