CM-08-06-173DATE: June 9, 2008 SUBJECT: City Manager Approval, June 13, 2008 ITEM: Execute Certification of Consistency with the Consolidated Plan regarding Catholic Charities of Central Texas Housing Counseling. Department: Planning Staff Person: Mona Ryan, Community Development Coordinator Justification: Housing activities are identified in the 2004-2009 Consolidated Plan as a high priority. This plan was adopted by Resolution R -04-07-22-13C1. Funding: Cost: N/A Source of funds: N/A Outside Resources: N/A Background Information: The 2004-2009 Consolidated Plan (Section 3, Strategic Plan) outlines how the City will address the community's housing and community development needs over the next five years. The priority needs, goals and objectives were determined by City staff with input from meetings, public hearings, and discussion with area service providers. One of the principles of the Consolidated Plan is to encourage collaboration with and between public, private, and non-profit agencies in order to ensure the efficient and effective provision of services. Catholic Charities of Central Texas is applying for funding to start providing homebuyer counseling in Williamson County in October 2008. Certification of Consistency with the Consolidated Plan is required when an agency is applying to HUD for additional federal grant funds. Catholic Charities will be targeting LMI populations through some of the same local partnerships they have established to deliver financial literacy education under the two year United Way of Williamson County grant it received last year. Part of the documentation needed for inclusion in their application is a letter indicating that a homebuyer education program would be consistent with the City of Round Rock's Consolidated Plan.
