This Supplemental Agreement No. 7 to "City of Round Rock Agreement for Application
Software Products and Services with Open Software Solutions, Inc" is made by and between the
City of Round Rock, Texas (hereinafter referred to as the "City") and SunGard Public Sector
Inc., formerly known as SunGard HTE, Inc., formerly known as Open Software Solutions, Inc.
or OSSI (hereinafter referred to as "SunGard").
WHEREAS, the City and SunGard executed the original Agreement (hereinafter referred
to as the "Agreement"), on the 11th day of July, 2002 for the purchase, installation, and support
of a Computer Aided Dispatch (CAD) System and a Records Management System (RMS), and
thereafter executed Supplemental Agreements No. 1, No. 2, No. 3, No. 4, No. 5, and No. 6; and
WHEREAS, it has become necessary to again amend the original Agreement to include
in the Computer Aided Dispatch (CAD) System additional products consisting of a CAD
interface to MOSCAD fire station alerting system module, additional professional services -
remote installation, project management for project coordination and project management, and
CAD custom modifications related to addition of a visual PA Open status indicator; and
WHEREAS, both parties to the original Agreement are in mutual agreement that said
paragraphs and material should be added and that no other terms and conditions of the original
Agreement should be changed;
NOW, THEREFORE, premises considered, the City and SunGard agree that said
original Agreement is amended as follows:
I.
Section 1, Subsection B of the original Agreement recites the following: "Additional
application software may be added by OSSI to Exhibit B entitled `OSSI Application Software'
and installed by the Customer at an agreed-upon price between the Customer and OSSI at such
time as new application software is developed and made available by OSSL"
Such new application software is now available, and the City and SunGard have agreed
upon a price for same. Therefore, the original Agreement and Exhibit B shall be amended by the
addition of the following:

CAD-MOSCAD CAD INTERFACE TO MOSCAD
SunGard OSSI has developed an interface between CAD and
Motorola's MOSCAD fire station alerting system.
The MOSCAD module is designed to integrate with Motorola's
MOSCAD Station Alerting System. When connected to
MOSCAD, the CAD system will automatically pass station and
zone codes to MOSCAD that will result in MOSCAD activating
and sending the alert to the appropriate station and zone
destinations.
In addition to alerting the stations and zones, text messages
containing response information can also be forwarded to printers
located at each responding station.
Features of the MOSCAD module include:
Automatic passing of station and zone code to MOSCAD.
Automatic printing of dispatch information if this option
is available through MOSCAD.
Automatic En Route status update in CAD upon receiving
a positive station response message after dispatching an
event.
Automatic notification inside of CAD when a
communications failure is detected between MOSCAD
and remote station(s).
Automatic notification inside of CAD when a
communications failure is detected between MOSCAD
and the MOSCADSERV processor.
Customer must purchase from Motorola all MOSCAD applications
and related hardware.

Services provided by SunGard OSSI product or training
specialists. Services may include but are not limited to add-on
module training, refresher training, system analysis, or consulting.

CAD project management includes professional services from
SunGard OSSI for project coordination and project management.
The project management fee also includes coordinating with the
Customer's project manager all SunGard OSSI-related deliveries
such as application software, implementation services, and
scheduling of SunGard OSSI's resources with the Customer.

All costs provided by SunGard regarding new development or
modifications are costs for SunGard's participation in the
development. Any Third Party costs required for the completion
of the project have not been included in SunGard's pricing.
Customer is asking that SunGard add a visual PA Open Status
indicator to CAD that will identify when the Motorola MOSCAD
(MOSCAD) product has opened the station public address (PA)
system. This indicator will be activated by messages received
from the MOSCAD system. This indicator will visually signal the
communicator when it is appropriate to start voice announcing the
call.
The PA Open indicator is limited to only alerting the
communicator when the PA Open message is received from
MOSCAD. The indictor is not capable of controlling the
MOSCAD PA system. For example, the PA may actually be
closed, but the CAD indicator will remain active until the duration
timer expires or is cleared by the communicator.
A Statement of Work will be required to outline the specific
modifications SunGard is doing. Additional cost may be required
if Customer modifies its original request which is outlined above.
TOTAL: $13.600.00 $1,350.00**
** Annual Maintenance in the amount of $1,350.00 is due one year from date of delivery and annually thereafter at the then
prevailing rate.
II.
Payment for the licensed programs added by this Supplemental Agreement No. 7 shall be as follows:
(A) License, Conversion, Project Planning, Project Management and Third Party
Hardware and Systems Software Fees are due upon execution of this
Supplemental Agreement by both parties.
(B) Installation Fees are due upon installation.
(C) Training, Professional Services and Travel/Living Expenses Fees are due as incurred daily.
(D) There is no testing and acceptance period on the licensed programs added by this
Supplemental Agreement No. 7.

SCOPE OF WORK
The City of Round Rock (Customer) has requested that SUNGARD PUBLIC SECTOR INC. (SunGard)
provide a written quote and Scope of Work (SOW) ordering SunGard to undertake the application software
modification project more fully described herein (also referred to as "work" or "project" or "implementation").
Customer is asking that SunGard add a visual PA Open status indicator to CAD that will identify when the
Motorola MOSCAD (MOSCAD) product has opened the station public address (PA) system. This indicator
will be activated by messages received from the MOSCAD system. This indicator will visually signal the
communicator when it is appropriate to start voice announcing the call.
The purpose of this document is to provide a written SOW for this project that defines all SunGard
deliverables, criteria for acceptance, resulting annual maintenance, hardware and infrastructure requirements,
implementation schedule and other implementation considerations.
Items, features or functionality not specifically included in this document shall be considered outside of the
SOW. Any future change will require a written Change Order approved by both parties, shall be subject to
additional charges, and will likely have an impact on the implementation schedule. Change Orders shall not
delay the implementation, acceptance, or payment in full of the accepted base functionality proposed within
this document.
Please refer to the Section entitled, "Parties Responsibilities" which documents each party's responsibilities,
any project dependencies and other important related issues.
SunGard is providing the implementation services related to the application software only to meet the
specifications contained in this SOW. All other components required for a successful implementation are the
responsibility of the customer.
Client Responsibilities
Software / Hardware
The Customer is responsible for providing the following:
1. All equipment, system software and other components to meet the needs of this project.
2. All required hardware, cable and connectors and personnel to facilitate installation
thereof.
Infrastructure
1. The customer shall assign a full-time primary System Administrator (SA) and a backup
System Administrator. This primary System Administrator will be SunGard's contact for
all operational issues that require SunGard support. In addition, the Customer's System
Administrators shall provide first line support to their own users for all application
software.

SunGard Responsibilities
1. Provide the Customer with a detailed SOW for the proposed work.
2. Deliver related application software/utilities to meet the specifications agreed upon in the
detailed SOW.
3. Provide a project manager and assigned staff for the project.
4. Provide a Quality Assurance Representative to serve as the point person for technical
issues associated with this SOW.
SunGard will provide the following to meet the needs of the customer:
Part 1 - CAD Development
1. SunGard will add a new MOSCAD Operator ID field to the CAD Console
Setup3Interfaces page tab. This field value will allow the CAD workstation to
effectively interact with the MOSCAD system.

2. SunGard will modify the current MOSCAD messaging structure to support the passing
of the new Operator ID.
3. SunGard will add the visual indicator to the CAD Toolbar (see example below). The
visual indicator will be a graphical (sunken/raised) select/deselect indicator. Adding this
feature to the CAD toolbar will provide visual reference when initiating tones from the
Unit Recommend window or Command line.

4. When not activated, the visual indicator will appear as deselected (raised) and gray in
color. The button label will read PA Closed. PA Closed
5. When activated, the visual indicator will appear as selected (sunken) and red in color.
The button label will read PA Open.
6. The visual indicator will automatically activate when the PA Open command is received
from MOSCAD.
7. By default, the PA Open indicator will remain activated based on a duration time
parameter passed to CAD from MOSCAD. This parameter is passed each time
MOSCAD issues a PA Open command.
8. The PA Open indicator will remain activated until:
a. The duration timer expires - OR
b. The PA Open indicator button is manually deselected by the communicator - OR
9. SunGard will modify the current CAD messaging system to support incoming PA
messages.
Part 2 - MOSCAD Server Development
1. SunGard will add support for the interface to receive PA Open and Duration timer
parameters from MOSCAD.
2. SunGard will add support for the interface to send PA Open messages and timer
parameters to the appropriate workstation that initiated the MOSCAD station tone.
1. SunGard reserves the right to make final cosmetic and functional design changes
necessary to meet the objectives outlined in this SOW and to preserve current
functionality within the product.
2. Customer is responsible for purchasing and installing all required Motorola
hardware and/or software that may be necessary for this project.
3. SunGard is only providing a custom software enhancement to CAD. Customer
agrees to be responsible for any additional hardware or software that may be
required.
4. All equipment and technical references needed to develop this project will be
provided to SunGard at no charge or will be purchased by the customer and
provided to SunGard.
5. Some development may require that SunGard come on-site to design and test the
interface. Customer agrees to accommodate such request that requires an on-site
visit. SunGard will always provide advanced notice of such visits and will schedule
such visits at the convenience of the customer.
6. Customer agrees to beta test the development outlined in this document.
7. The PA Open indicator is limited to only alerting the communicator when the PA
Open message is received from MOSCAD. The indicator is not capable of
controlling the MOSCAD PA system — such as manually opening or closing the PA
from CAD.

8. The MOSCAD system currently does not provide a PA Closed message to CAD.
As a result, the PA Open indicator may not always represent the true operational
status of the MOSCAD PA system. For example, the PA may actually be closed,
but the CAD indicator will remain active until the duration timer expires.
9. Based on information received from the customer, the OSSI MOSCAD interface is
compatible with their Motorola FSA4000 alerting system. Customer has tested the
OSSI MOSCAD interface against their FSA4000 solution and confirmed that it is
compatible and is therefore requesting SunGard to develop the modification
outlined in this SOW.
End User documentation will be provided.
End User training for this project is not applicable.
Pricing for this development is in accordance to the terms and conditions of Contract # 5168-080653
and Quote TQDBQ3076.
The above quote is exdusive of any tax or any travel & living expense which may be applicable.
Files necessary to fulfill the functionality described in this SOW will be delivered to Customer within
90 business days of receipt by SunGard of this signed SOW.
Target delivery dates assume that this SOW, signed by an authorized representative of Customer,
shall be received by SunGard within 45 business days after Customer has received this SOW.
The project detailed within this SOW shall be govemed by the existing Contract and Agreement
between Customer and SunGard plus the terms below which shall supersede any conflicting
terms in the Contract and Agreement. As applicable for certain customers, the term "Contract
and Agreement" is defined as the Software License & Services Agreement and the Licensed
Program Support Agreement between the parties hereto.
1. SunGard is the sole owner of the Source Code, design specifications and associated
documentation herein which relate to SunGard's Licensed Programs and which constitute
the proprietary information and trade secrets of SunGard and are protected under the terms
of the Contract and Agreement.

2. If applicable, any code created hereunder will be licensed to Customer under the terms of
the Contract and Agreement. There is no testing and acceptance period or warranty for any
product or service provided herein.
3. SunGard's liability for damages to Customer for any cause whatsoever under this SOW,
regardless of the form of action, is limited to the total amount of fees paid by Customer under
this SOW. In no event will SunGard be liable for any consequential, incidental, or special
damages even if SunGard has been advised of their possibility.
4. Unless otherwise specified herein, payment terms are: 50% due upon execution hereof and
50% due upon completion. Travel and living expenses are in addition to the prices quoted
herein and will be invoiced as incurred and shall be govemed by the SunGard Corporate
Travel and Expense Reimbursement Policy. Applicable taxes are not induded, and, if
applicable, will be added to the amount in the payment of invoice(s) being sent separately
5. If mentioned in the Pricing section above, optional maintenance is available for the software
application code created herein, provided Customer has paid the annual maintenance fee.
Maintenance of any software application code created hereunder is not mandatory for
continuation of the license. Any maintenance services shall be provided under the terms
and conditions related to maintenance and Support Services in the Contract and Agreement.
The initial term of maintenance, to be paid in advance, begins upon Delivery and extends for
a twelve (12) month term. For the purposes of this SOW, "Delivery" shall mean the date
SunGard delivers, F.O.B. SunGard's offices, the application software code to Customer.
Subsequent terms of maintenance will be for twelve (12) month periods, commencing at the
end of the prior support period.
6. Preprinted conditions and all other terms not included in this SOW or in the Contract and
Agreement, stated on any purchase order or other document submitted hereafter by
Customer are of no force or effect, and the terms and conditions of the Contract and
Agreement and any amendments thereto, shall control unless expressly accepted in writing
by SunGard to Customer.
