SUPPLEMENTAL CONTRACT NO. 1
TO CONTRACT FOR ENGINEERING SERVICES
FIRM: HDR ENGINEERING, INC. ("Engineer")

PROJECT: 2007 Impact Fee and Water Plan Updates
This Supplemental Contract No. 1 to Contract for Engineering Services is made by and between
the City of Round Rock, Texas, hereinafter called the "City" and HDR Engineering, Inc.,
hereinafter called the "Engineer".
WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract", on the 10th day of May, 2007 for the 2007 Impact Fee and Water Plan
Updates Project in the amount of $64,500.00; and
WHEREAS, it has become necessary to amend the Contract to modify the provisions for the
scope of services and to increase the compensation by $15,000.00 to a total of $79,500.00; and
NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract
is amended as follows:
I.
Article 2, Engineering Services and Exhibit B, Engineering Services shall be amended as set
forth in the attached Addendum To Exhibit B. Exhibit C, Work Schedule shall be amended as
set forth in the attached Addendum To Exhibit C.
II.
Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by
$15,000.00 the lump sum amount payable under the Contract for a total of $79,500.00, as shown
by the attached Addendum to Exhibit D.
IN WITNESS WHEREOF, the City and the Engineer have executed this Supplemental
Contract in duplicate.

ADDENDUM TO EXHIBIT B
Engineering Services
The changes to the scope of this project are as follows:
Update of Water and Wastewater Impact Fees
Supplement Contract No. 1
As you are aware, we have encountered a series of delays on the fee updates, adding five months
to the original effort, that are associated with the development of the water and wastewater CIPs,
numerous revisions to them, inclusion/exclusion of service areas and facilities along eastern
University Drive, and associated iterations of the impact fee model and related coordination
meetings.
As we had discussed, HDR has incurred substantial additional effort that necessitates an
amendment of our existing budget schedule. Extra work incurred to date and estimated costs -to -
completion are included in Exhibit D with the total being an additional $15,000. It is anticipated
that HDR's effort and the fee adoption will be completed in July 2008.
In general the additional efforts required are:
1. Several additional coordination meetings with city staff and several additional
public meetings
2. Additional update of Planning data & debt in rate
3. Revision of CIP dates and data related to demand allocations
4. Multiple Impact fee calculations due to revised project dates and sizes
5. Ordinance revision
6. Additional edits of the final report.
ADDENDUM TO EXHIBIT C
Work Schedule
The changes to the Work Schedule of this project are as follows:
Water Master Plan Update
HDR will complete work within 4 months after written notice to proceed. Written notice to
proceed will be receipt of the executed contract for this work.
Update of Water and Wastewater Impact Fees
Once Notice to Proceed is received, HDR will begin compiling the needed data and making
updates to the fee model where possible. However, our ability to proceed onward with the fee
efforts is contingent upon the timely provision of the updated water and wastewater CIP data.
Once the needed CIP is provided, and assuming timely cooperation of the Advisory Committee,
HDR could have the draft fee update report ready for submittal to Council within 45 days. A
Public Hearing must then be scheduled with 30 days advance notice. Subsequent to the hearing,
Council can then proceed with ordinance action.

Background Information:
The original Contract for Engineering Services was approved by City Council on May
10, 2007.
Public Comment:
Presentations to the Capital Improvement Advisory Committee and the Round Rock City
Council have been made regarding the newly calculated impact fees. A public hearing
was also conducted at the July 10, 2008 City Council meeting.
