As the City of Round Rock is a party to the interlocal agreement establishing a
Williamson County Radio Communication System Advisory Board, I am required
to make appointments to the board so that it may conduct its business effectively
and efficiently. I hereby appoint Rick White to the Williamson County Radio
Advisory Board and appoint Lt. Ken Evans as an alternate to that board.

Consider authorizing the City Manager to execute a letter to Dan Gattis, County
Judge, Williamson County, appointing Rick White to WMCO Radio
Communication System Advisory Board and appointing Lt. Ken Evans as an
alternate to that board.

The emergence of a Williamson County -owned Radio Communications System (RCS) replacing
the former CWICS organization has resulted in the establishment of an RCS Advisory Board to
advise the county on the development, formal strategy, and oversight of the new digital system's
operation. Each former partner on the system can make appointment to the board of primary and
alternative members. This action item makes the City's appointment to that board so that staff
can continue to participate in the development and operation of that system.

Background Information:
Until earlier this year, public safety radio communications for several agencies in the county was
handled through a radio system co -owned and -operated by Williamson County and the cities of
Round Rock, Georgetown, Cedar Park, and Hutto (with the local ESD). As the system migrated
toward digital technology, it became apparent that operating the system under a single -owner
concept would be advantageous in a number of ways. The RCS Advisory Board and its
responsibilities are laid out in an interlocal agreement which dissolves CWICS and establishes
the county -owned system. The new system has been in full operating since the beginning of the
year, and City Council approved that interlocal earlier this spring.
