We currently have a bid price in the contract for boring an E2 line which is $530.00/LF. The new bore will be for boring an E4 line which will require a larger casing, larger casing spacers, more electrical ducts, and significant increased excavation. The price for boring an E4 line is $878.49/LF. This price includes the following: 1) $31.00/ LF increase in upsizing of the casing pipe from 30 -inch to 42 -inch casing. 2) $286.18/ LF increase in excavation costs for increasing the excavation by 96%. 3) $27.31/LF increase in additional electrical duct piping. 4) $4.00/LF increase in casing spacer costs. The total cost of the bore will be $52,709.40. The price for the bore will be offset by the reduction of 60 LF of open cut E4 duct line (bid item #30) at $195/LF which totals ($11,700.00). The total additional cost for having to bore the tree is $41,009.40. Currently we are allowed to bill the City of Round Rock once a month for work completed on the project. It is my understanding that the City of Round Rock makes payments for construction projects twice a month and the Contractor is allowed to pick which time of the month to be paid, but can only be paid once a month. In the spirit of partnering, we propose to make the additional bore at no additional charge to the City if the City will agree to allow us to be paid twice a month instead of once a month. We will agree to install the bore at the current unit cost of $195/LF for bid item number 30 and thus save the City of Round Rock the additional $41,009.40. We will submit a pay request twice a month so that we can receive a check each time the City makes payments during the month. Department: Transportation Services Staff Person: Tom Word, P.E., Chief of Public Works Operation Justification: Unforeseen circumstances have called for the addition of a 60 linear foot tree bore on duct line A2, of the Southwest Downtown District Infrastructure Phase 1B Project. The contract called for a boring of an E2 line, the new bore will be for a boring of an E4 line, requiring larger casings, larger casing spacers, more electrical duct and increased excavation. The total cost of bore will be offset by the reduction of 60 linear feet of open cut E4 duct line. With the $11,700.00 reduction, the total additional cost of having to bore the tree is $41,009.40. The City will allow the contractor to invoice twice monthly which coincides with the City's twice monthly pay schedule. Council approved the original contract with BRH Garver - Construction, LP at their January 8, 2009 meeting. The contract amount is $3,121,260.00, which was accepted under resolution R -09-01-08-8B2.
