The Texas Regional Response Network (TRRN) is a web -based application developed for the
Governor's Division of Emergency Management (GDEM).
The GDEM is tasked with administering a program of Comprehensive Emergency Management,
designed to reduce the vulnerability of the citizens and communities of this state to damage, to
injury, and to loss of life and property by providing a system for the Mitigation of, Preparedness
for, Response to and Recovery from natural or man-made disasters. The function of the TRRN
web application is to provide a central, web -based system to organize and coordinate resources
in response to such incidents.
Any jurisdiction who has received homeland security grant funding must register with TRRN.
Any equipment with a value of $5,000 or more, purchased with Homeland Security Grant
Program funds, must have been entered into the TRRN.
Completion of this form is required by all jurisdictions to be eligible for homeland security grant
funds. This form must be signed by the Chief Elected Official or the Chief Elected Official's
designee authorized by the City Council or Commissioner's Court to sign for the Chief Elected
Official.

ITEM: Consider City Manager signature on State's new "TRRN Certification Form"
"TRRN" is the acronym for Texas Regional Response Network, a web -based application
developed for the Governor's Division of Emergency Management (GDEM) to provide a
central, web -based system to organize/coordinate response resources.
Jurisdictions that have received homeland security grant funding must register with TRRN.
Equipment, purchased with Homeland Security Grant Program (HSGP) funds and valued at
$5,000 or more, must be entered into TRRN. (Additional entries of equipment and teams
are at the jurisdiction's discretion.)
Completion of this form is required to be eligible for homeland security grant funds. This
form must be signed by the Chief Elected Official or the Chief Elected Official's designee
authorized by City Council to sign for the Chief Elected Official. (In past years, certification
was done by Emergency Management Coordinators, however, the new form must be
signed by the Chief Elected Official or his/her designee.)
The 2 checked boxes stipulate the following (third box not to be checked):
1. The City of Round Rock is registered with the TRRN.
2. All deployable equipment, with value of $5,000.00 or more and purchased with
HSGP funds, has been entered in TRRN.
The form must be submitted to GDEM by June 30 , 2009, by jurisdiction anticipating receiv-
ing FY2009 HSGP funding (this date was extended from the original date of April 30, 2009).
