List the Departmental Goal or Strategy that will be supported by this grant (as included in the
Approved Budget Document): Supplying Mobile Communication Terminals to Criminal
Investigation officers supports the Police Department's strategic Goal #3: Expand Logistical
Capabilities, Objective D: Research, develop,_ and utilize effective technologies to enhance police
service. This equipment will provide CID officers access to critical Department information
systems for more effective coordination of cases.
Associated Program/Program Objective:
PLANNED PERFORMANCE MEASURES (List Major Three):
1. Purchase of equipment.
2. Use of equipment in solving crimes
3.
Brief description of proposed grant program:
The Edward Byrne Memorial Justice Assistance Grant (JAG) Program is the primary provider of
federal criminal justice funding to state and local jurisdictions. JAG funds support all components
of the criminal justice system, from multijurisdictional drug and gang task forces to crime
prevention and domestic violence programs, courts, corrections, treatment, and justice
information sharing initiatives. JAG funded projects may address crime through the provision of
services directly to individuals and/or communities and by improving the effectiveness and
efficiency of criminal justice systems, processes, and procedures.
Applicants are limited to units of local government appearing on the FY 2009 JAG Allocations
List. The procedure for allocating JAG funds is a formula based on population and crime
statistics, in combination with a minimum allocation to ensure that each state and territory
receives an appropriate share. The City of Round Rock is on that list and is eligible for an
individual allocation of $13,336.
With these funds, the Police Department seeks to purchase two Mobile Communication
Terminals (MCT) for the Criminal Investigations Division. Costs include:
• 2 Mobile Communication Terminals at $4,530 each, totaling $9,060.
• 2 OSSI Visual MCT and Netmotion VPN software licenses at $2,135 each, totaling $4,270
• 2 Docking Stations/Mounting Hardware at $1,375 each, totaling $2,750.
Is this a New Program? (If yes, attach a New Program Form.)
No, this is a continuation of an existing program started in the LE Fund in the 2008-09 Fiscal
Year.
If at all, how is this program currently being provided?
Providing detectives with MCTs is not something we've previously done. We began this program
through the LE Fund because of the officer safety and information access benefits our detectives
receive from this equipment.
If the grant is not awarded, will the program be done? How?
We will look for other funding sources.
After the assets from the grant are received or purchased, will these assets need additional
funding (e.g. repair & maintenance, fuel, etc.) for the following years? If so, please explain with
your best estimates. Please list where these funds will come from.
Annual OSSI Software maintenance is $400 per MCT. Annual Netmotion Software maintenance
is $50 per MCT.
Contingency Plan if Grant Funding Discontinued (Check Appropriate Box, or Detail in
"Other."):
A
If this grant project's goals and objectives are reached, the Department will request
funding from the General Fund to continue the program if grant funding ends.
B
This grant -funded project is considered a baseline program that must be continued
with or without grant funding.
C
This grant -funded project is not considered a baseline that
program must be
continued with or without grant funding.
D.
This one-time grant -funded project intended to cease at the grant -term end. No
other funding be
will requested from alternative grant sources or General Fund
dollars
E
If this grant -funded project's performance (for in the example of a pilot or
demonstration grant) indicates the need for the Department to apply for follow-up
grant funding, the project may require supplemental funding from the General
Fund to cover the cost of the follow-up -'
project.
F.

Other: This equipment is intended to improve the effectiveness of Criminal
Investigation officers by providing them with the same technology available to
Patrol officers. Mobile Command Terminals provide necessary safety features for
emergency situations as well as the ability to retrieve criminal information remotely.
