PROJECT: Due Diligence Analysis for the BCRUA's Deep Water Intake Facility Site
This Supplemental Contract No. 1 to Contract for Engineering Services is made by and between
the CITY OF ROUND ROCK, (hereinafter referred to as "Round Rock"), the CITY OF CEDAR
PARK, (hereinafter referred to as "Cedar Park"), the CITY OF LEANDER, (hereinafter referred
to as "Leander"), (all collectively referred to hereinafter as "Owners") and Jacobs Engineering
Group, Inc., hereinafter called the "Engineer".
WHEREAS, the Owners and Eng.ineer executed a Contract for Engineering Services, hereinafter
called the "Contract", on the 9t' day of April, 2009 for the Due Diligence Analysis for the
BCRUA's Deep Water Intake Facility Site Project in the amount of $229,729.00; and
WHEREAS, it has become necessary to amend the Contract to modify the provisions for the
scope of services and to increase the compensation by $35,000.00 to a total of $264,729.00; and
NOW THEREFORE, premises considered, the Owners and the Engineer agree that said
Contract is amended as follows:
1.
Article 2, Engineering Services and Exhibit B, Engineering Services shall be amended as set
forth in the attached Addendum To Exhibit B. Exhibit C, Work Schedule shall he amended as
set forth in the attached Addendum To Exhibit C.
II.
Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by
$35,000.00 the lump sum amount payable under the Contract for a total of $264,729.00, as
shown by the attached Addendum to Exhibit D.
IN WITNESS WHEREOF, the Owners and the Engineer have executed this Supplemental
Contract in duplicate.

ADDENDUM TO EXHIBIT B
ENGINEERING SERVICES
SCOPE OF WORK
The objective of this supplemental agreement is to perform engineering services to
identify the preferred deep intake elevation based on LCRA lake level projections and
evaluate options to extend the intake to this preferred elevation. Sites that will be
considered for the intake include:
• Site 2
• Site 4
• Sandy Creek WTP with tunnel to Starnes Island or Site 5
• Temporary floating intake installed during low lake levels to pump up to a
higher intake elevation located at Site 2 and Site 4.
Specific services included in this Supplemental Agreement No. 1 are described herein:
1. Review and document near and long-term LCRA lake level projections to identify
strategic elevations for deep water intake to minimize risk during drought
conditions,
2. Identify the deepest potential elevation for an intake at Sites 2 and 4, and Starnes
Island/Site 5.
3. Evaluate the feasibility and cost of extending the intake to the deeper elevations at
Sites 2, 4, and 5. Cost estimates will include a "bottom-up" estimate to confirm
tunneling costs. Feasibility will include evaluation of schedule, access, chemical
feed points, valve operation, screen cleaning, tunnel liners, electrical requirements
and availability, and risk assessment.
4. Perform hydraulic evaluation using a 78 -inch raw water pipeline to determine if
1) the pressures in the pipeline at peak flow, 2) required pump sizing, 3) potential
peak flow delivered, and 4) the long-term energy costs vs, capital costs.
5. As an alternative, evaluate the cost and feasibility of temporary
pumping from "deep water" to lowest intake during extreme drought conditions at
Sites 2 and 4.
6. Generate a Technical Memorandum documenting the findings and
recommendations related to extending the intake to a deeper elevation.

BCRUA's Deep Water Intake Facility Site project.

Justification:
The Deep Water Intake facility will be able to provide 141.7 million gallons per day (mgd) of raw
water to the Cities of Round Rock, Cedar Park, and Leander. The intake facility will pump water
from Lake Travis to the regional water plant, as well as to the existing Cedar Park and Sandy
Creek water treatment plants. Based on LCRA's long-term lake level projections, which are
being used to determine strategic elevations for the deep water intake site, the Parties of the
Regional Water Supply System agree it is necessary to evaluate these deeper water options.
This Supplemental Contract No. 1 is for the evaluation of several options to extend the deep
water intake screen location to the 520 foot mean sea level contour of Lake Travis.
The total cost of this Supplemental Contract No. 1 is $35,000. The City of Round Rock's
percentage is 28.79%, which is $10,076.50. With this supplemental contract, Jacobs revised
contract amount is $264,729, with Round Rock's total share being $76,215.48.

Public Comment: Because the intake improvements may be located in the Village of
Volente area, the Cities have conducted several meetings with the residents to discuss the
scope of the due diligence services.
