ITEM: Consider signing a letter assuring compliance with the Davis -Bacon Act in
accordance with subchapter IV of Chapter 31 of title 40, United States Code, to
comply with Department of Energy program guidelines for Federal Assistance for
the American Reinvestment and Recovery Act of 2009 Energy Efficiency and
Conservation Block Grant.

Justification:
As a part of the American Reinvestment and Recovery Act of 2009, an Energy Efficiency and
Conservation Block Grant (EECBG), a population based grant, was awarded to the City of Round
Rock by the Department of Energy for $955,400.
The purpose of the EECBG Program and this grant is to assist local governments with creating
and implementing strategies to:
• reduce fossil fuel emissions in a manner that is environmentally sustainable and to the
maximum extent practicable for local communities;
• reduce the total energy use; and
• improve energy efficiency in the building sector, the transportation sector, and other
appropriate sectors.
To be eligible for these funds, the City must submit an Energy Efficiency and Conservation
Strategy to the U.S. Department of Energy (DOE) by December 30, 2009. This letter certifying
compliance with Davis -Bacon is a required part of the application package.
