SUBJECT: City Manager Staff Meeting - February 19, 2010
ITEM: Consider executing a Release of Assessment Lien for Grimes Boulevard PID No. 2
Department: Planning and Community Development Department
Staff Person: Jim Stendebach, Planning and Community Development Director
Lee Heckman, AICP, Principal Planner
Justification:
Over the course of Autumn 2001 and Winter 2002, three Public Improvement Districts (PID)
were established. The adoption of these Districts by the City Council allowed for the
developer of subdivisions abutting or containing A.W. Grimes Boulevard to partially
reimburse the City for the costs of constructing this roadway. Adoption of three distinct
PIDS allowed for reimbursement over time and by geographic area, as construction was
completed in phases or sections. A.W. Grimes Boulevard itself was part of the City's Master
Transportation Plan, and was funded by the Round Rock Transportation Development
Corporation. The property covered by PID # 2 extends from centerline of Lake Creek at the
north to Gattis School road to the south.
The Assessment/Service Plan associated with the PID provided that the City would hold a
first and prior lien against the property until the assessment had been satisfied. As the
assessments associated with this PID have been completely satisfied, a blanket -style
release of all property covered by the PID is warranted. Previously, some individual lots
have been released as assessment payments were remitted. This release is intended to
cover all remaining property not yet released.
