Pursuant to the Interlocal Agreement Regarding Ancillary Consulting Services for
Regional Water System, this Memorandum of Agreement is to confirm that the City of
Round Rock, the City of Leander, and the City of Cedar Park have agreed to the Client
Additional Services Authorization No. 6 dated December 1, 2008, between the Project
Consultant and the City of Cedar Park (the "Contracting
Party"), a copyof which is

Description
Transfer of right of way and road maintenance for the section of RM 1431 from New Hope Road to Buck Run from TxDOT xDOT to
the City of Cedar Park. (See attached scope of services.)
Reason for Change Additional scope of work — see attached Exhibit "A".
Compensation:
Will be an amount equal to times Salary Cost plus reimbursable expenses, both defined in the
PROFESSIONAL SERVICES AGREEMENT, and in addition to the compensation for BASIC
SERVICES. Total charges for these ADDITIONAL SERVICES are estimated to be approximately

Scope of Work
I. Project Administration/ROW Services
Set up and maintain Budget to Complete
Prepare Monthly Invoices
Provide Project Status Reports and submit with invoice
Provide project tracking data
Set up and maintain files
Provide copies of all correspondence
Coordination with Client staff as needed
Research ownership of adjacent properties to determine if ROW can be vacated from
TxDOT system
Coordinate and monitor project through the TxDOT system accordingto TxDOT'procedures

Provide any information required by TxDOT to process the vacation of the ROW
Coordinate all activities of the appraiser, reviewer and surveyor
Obtain documentation of vacation of ROW by TxDOT and process accordingly

Replace missing ROW angle points and curve points according to TxDOT specifications

II. Appraisal
Meet with TxDOT to discuss format and requirements for
appraisal of proposed surplus ROW existinguse of the 23 adjacent properties (i.e. residential,
commercial, industrial, etc.)
Gather sales data from various sources (i.e. other appraisals, courthouse records, appraisal
Analyze all data district records, etc.) for the 23
From the sales data gathered, determine comparable sales data to be used
Establish market value for the 23 adjacent properties
Prepare draft appraisal report
Submit to reviewer
Prepare final report based on comments or notations from review appraiser
III Review Appraiser
Review appraisal to insure compliance with TxDOT standards
Field inspect project
Field inspect comparable sales
Review appraisal report for accuracy and methodology
Submit analysis and value recommendation on the TxDOT required form
