ADDRESS: 507 West Liberty Avenue, Round Rock, Texas 78664 PROJECT: Wayfinding ("Engineer") This Supplemental Contract No. 1 to Contract for Engineering Services is made by and between the City of Round Rock, Texas, hereinafter called the "City" and Baker-Aicklen & Associates, Inc., hereinafter called the "Engineer". WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter called the "Contract", on the 12th day of June, 2009 for the Wayfinding Project in the amount of $44,133.73; and WHEREAS, it has become necessary to amend the Contract to modify the provisions for the scope of services and to increase the compensation by $28,756.00 to a total of $72,889.73; and NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract is amended as follows: 1. Article 1, City Services and Exhibit A, City Services shall be amended as set forth in the attached Addendum To Exhibit A. II. Article 2, Engineering Services and Exhibit B, Engineering Services shall be amended as set forth in the attached Addendum To Exhibit B. Exhibit C, Work Schedule shall be amended as set forth in the attached Addendum To Exhibit C. Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by $28,756.00 the lump sum amount payable under the Contract for a total of $72,889.73, as shown by the attached Addendum to Exhibit D. Sheets, City Attorney Rcv.12/01/08 84275 ADDENDUM TO EXHIBIT A City Services The City of Round Rock (CORR) will furnish to the ENGINEER the following information and/or perform the following tasks: 1) Furnish all applicable data and correspondence the CORR may have on file or receives for this project including the updated sign hierarchy and applicable wayfinding sign dimensions, colors, and font graphic standards (by others). 2) Furnish design of pedestrian kiosks (by others). 3) Maintain a current Municipal Maintenance Agreement between the City and TxDOT. 4) Perforin timely reviews, provide decisions and furnish directions necessary to permit the project to progress according to the agreed upon project schedule (Exhibit C). 5) Meet on an as need basis to answer questions, provide guidance, and offer continent. 6) Promptly review and process invoices. ADDENDUM TO EXHIBIT B Engineering Services The work to be performed under this contract shall consist of providing professional engineering services for the development of PS&E and bid documents required to implement the CORR Wayfinding project to include vehicle directional signing, pedestrian directional signing, and pedestrian kiosks. (Design of pedestrian kiosks to be provided by others.) All PS&E documents will be submitted on 11" x 17" sheets. The project shall be developed in English units. Specifications shall be in accordance with the TxDOT Standard Specifications for Construction and Maintenance of Highways, Streets, and Bridges (2004) and the CORR Transportation Criteria Manual, The ENGINEER will furnish to the City of Round Rock (CORR) the following information and/or perform the following tasks: PROJECT MANAGEMENT 1) Provide overall project management services including budget control, schedule control, project coordination, resource allocation, and preparation of invoices. 2) Ensure timely delivery of all PS&E and bid document deliverables, electronic files, and hard copies of all pertinent information, all in American Standard System of Measure format. 3) Attend project related meetings with CORR and TxDOT, as directed. The Engineer shall be required to attend four (4) Project Development Meetings with the CORR to discuss the progress of the project and any design issues and four (4) project coordination meetings with TxDOT for review and approval. 4) Perform Quality Assurance/Quality Control review and assure that all work performed goes through a QA/QC process before CORR receives deliverables. WAYFINDING SIGNING PS&E 1) All wayfinding signing design shall be in accordance with TxDOT Guidelines for Wayfinding Guide Signing; the Texas Manual on Uniform Traffic Control Devices, the 2009 Manual on Uniform Traffic Control Devices (MUTCD), the TxDOT Sign Crew Field Book, TxDOT Standards and Specifications, and the CORR Transportation Criteria Manual. 2) Wayfinding Signing Layouts - Prepare signing layouts at a scale of 1 in = 100 feet. The signing layout shall identify the various pedestrian and vehicle directional types of proposed wayfinding signing. The Engineer shall refer to the TxDOT Sign Crew Field Book for determining wayfinding sign placement, 3) Detail all non-standard wayfinding signs including sign details with dimensions, colors and font size; mounting height, type and location (coordinate values with station and offset distances from intersections) of mount; and distances to existing adjacent (within 1000 LF) traffic control devices, driveways or other physical roadway features. 4) Assemble applicable Federal, State, and City signing standards. Identify and acquire all applicable standards. Modify Standards as required. Incorporate in plans. 1 of 2 5) PS&E Development to include Project Title Sheet; Index Sheet; Wayfinding Sign Layouts, Details, and Standards; Project Estimate; General Notes and Specifications. 6) Coordinate PS&E development with TxDOT for review of CORR contract documents to ensure signs and sign structures within TxDOT right-of-way on conventional roadways meet TxDOT requirements. Obtain approval from TxDOT for the CORR, in accordance with a current Municipal Maintenance Agreement and/or Advanced Funding Agreement and/or other agreement(s) between the CORR and TxDOT, to install and maintain signs within TxDOT right-of-way along conventional roadways. BIDDING PHASE SERVICES 1) Develop Project Manual (Bid Documents, Contract Documents, and Specifications) for bidding purposes. 2) Distribute plan sets and answer questions from bidders. 3) Develop and issue addenda as appropriate to interpret, clarify, or expand the bid documents, 4) Attend prebid meeting. 5) Review and evaluate bids. 6) Assist CORR in determining the qualifications and acceptability of prospective contractors, subcontractors, and suppliers. 7) Prepare an Engineer's Recommendation of Award and make recommendation of bid award to CORR.
