2009.
The City of Austin is the Prime Recipient for the UASI grant, and the City of Round Rock, Texas, is a sub -
recipient thereunder.
By Resolution R -10-01-28-10C1, the City Council of the City of Round Rock authorized the City Manager
to sign all travel and reimbursement documentation related to the Homeland Security Grant Program,
covering travel for grant -related activities funded through the Strategic Program Area Reviews System
(SPARS), including out-of-state travel.
I, James R. Nuse, City Manager of the City of Round Rock, Texas, by signature heron, authorize the
following out-of-state travel and training:
Training: DHS Analytic and Critical Thinking Skills Workshop
Dates: March 15-19, 2010
Location: Denver, CO
Staff Attendees: Intelligence Analyst Amber Pearson
Purpose: U.S. Department of Homeland Security -conducted training for analysts assigned to
the Austin Regional Information Center
Grant: 2008 UASI LEAP
(Federal Grant No. 2008 -GE -T8-0034; SAA Award No. 08 -SR -48453-01)
Benefit: City of Round Rock and the Central Texas region will be benefitted due to the training
received.

WHEREAS, the City of Round Rock ("City") desires to authorize
the City Manager to sign a travel and reimbursement request related
to the Homeland Security Grant Program, covering travel for grant -
related activities funded through the Strategic Program Area Reviews
System (SPARS), including out-of-state travel, and
WHEREAS, the City does so in compliance with TDEM-SAA
Information Bulletin No. 14 dated December 1, 2009, Now Therefore
BE IT RESOLVED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS,
That the City Manager is hereby authorized and directed to sign
the travel and reimbursement documentation related to SPARS,
including the one attached hereto as Exhibit "A" and incorporated
herein by reference for all purposes.
The City Council hereby finds and declares that written notice
of the date, hour, place and subject of the meeting at which this
Resolution was adopted was posted and that such meeting was open to
the public as required by law at all times during which this
Resolution and the subject matter hereof were discussed, considered
and formally acted upon, all as required by the Open Meetings Act,
Chapter 551, Texas Government Code, as amended.

ITEM: Consider a- resolution authorizing the City Manager to sign a travel and
reimbursement request related to the Homeland Security Grant Program
covering out-of-state travel for grant -related activities funded through the
Strategic Program Area Reviews (SPARS).

Justification: In 2008, the City became a sub -grantee to the City of Austin as it received
approximately $150,000 of a $1.2 million grant under the federal Urban Area
Security Initiative (UASI) program to establish the Austin Regional Information
Center (ARIC). This center will be one of dozens of intelligence "fusion" centers
across the country. These state, local and regional institutions generally are
designed to improve the sharing of intelligence regarding terrorism, crime and
other public hazards among different state, local and federal law enforcement
agencies.
In January, City Council adopted Resolution R -10-01-28-10C1, which
authorized the City Manager to approve out-of-state travel associated with this
grant. The specific authorization sought in the proposed item would allow the
intelligence analyst hired under the grant to attend U.S. Department of
Homeland Security -conducted training in critical thinking and analytical skills
being conducted in Denver, Colo., on March 15-19. This training is an essential
part of that employee's training requirements under the grant.
Documented approval of this training allows the charges related to this
training to be charged to the grant. The conference itself carries no registration
fee, but the approximate cost of the training will be about $1,700.
