TO CONTRACT FOR ENGINEERING SERVICES

PROJECT: Transportation Master Plan -Update
This Supplemental Contract No. 1 to Contract for Engineering Services is made by and between
the City of Round Rock, Texas, hereinafter called the "City" and URS Corporation, hereinafter
called the "Engineer".
WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract", on the 10t1i day of September, 2009 for the Transportation Master Plan -
Update Project in the amount of $182,492.00; and
WHEREAS, it has become necessary to amend the Contract to modify the provisions for the
scope of services and to increase the compensation by $4,521.62 to a total of $187,013.62; and
NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract
is amended as follows:
I.
Article 2, Engineering Services and Exhibit B, Engineering Services shall be amended as set
forth in the attached Addendum To Exhibit B. Exhibit C, Work Schedule shall be amended as
set forth in the attached Addendum To Exhibit C.
II.
Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by
$4,521.62 the lump sum amount payable under the Contract for a total of $187,013.62, as shown
by the attached Addendum to Exhibit D.
IN WITNESS WHEREOF, the City and the Engineer have executed this Supplemental
Contract in duplicate.

ADDENDUM TO EXHIBIT B
Engineering Services
The following scope of services clearly defines the tasks necessary to conduct an analysis
for the no -light-rail option, as a supplement to the Comprehensive Transportation Master
Plan Update for the City of Round Rock.
1. NOTICE TO PROCEED — URS shall commence work immediately after
receiving the written notice to proceed.
2. PROJECT MANAGEMENT - Project management shall consist of project
administration and project meetings.
2.1 Project administration involves the preparation of invoices, coordination
of all work, development of the baseline schedule, and assignment of
appropriate staff members to tasks.
2.2 Project meeting includes one (1) meeting with the City of Round Rock to
present the final results.
3. NO LIGHT RAIL ANALYSIS
3.1 Model Development — URS will modify the City of Round Rock Travel
Demand Model for the Ultimate Build -Out Condition to develop the no
light rail option. The light rail operation will be disabled by coding the
headway as zero. No other changes will be made to the model.
3.2 Model Run and Analysis — URS will perform one (1) model run for the
Ultimate Build -Out Condition under the no -light-rail scenario and assign
the trips to the ultimate highway network.
3.3 Model Result Summary — URS will summarize the final model results and
present the results in the format of tables and exhibits to the City.
3.4 URS will perform the detail check for the model development and analysis
results following URS quality assurance procedures.
4. DELIVERABLES AND SCHEDULE
4.1 Deliverables — URS will summarize the final results in tabular format to
show the 2 -hour AM Peak Period volume and capacity for each major and
minor arterial within the City of Round Rock Extraterritorial Jurisdiction.
URS will also prepare a colored exhibit to show the levels of congestion
for each arterial for the 2 -hour AM Peak Period. Two (2) copies of the
table and exhibit will be provided to the City.
4.2 Schedule — URS will complete the work within one (1) week upon
receiving the Notice to Proceed from the City.

Item Summary:
The Transportation Master Plan Update got underway in August, 2009. Since that time the consultant, URS
Corporation has made significant progress and recently submitted a draft copy of the updated plan to staff for
review. For the first time the plan includes a review transit opportunities for Round Rock.
In reviewing the transit options, staff observed that the transportation model runs included a commuter rail
scenario in the ultimate build -out of the city. In an effort to better assess the impacts of the commuter rail, staff
asked URS Corporation to perform one more model run with the commuter rail removed from the model, so that
the impact of the rail users could be seen on the area road networks. This scenario was not a part of the original
contract, thus the need for this Supplemental Contract.
