(Library Name) agrees to
participate in the Texas Group Catalog and the Navigator Interlibrary Loan System. Texas Group Catalog and the
Navigator Interlibrary Loan System is a voluntary network established by the Texas State Library to provide a
system of interlibrary loan and resource sharing for the benefit of member libraries and Texas residents.
A. As a participant, the library agrees to perform the following:
1. Abide by the policies and procedures established by the TexShare Interlibrary Loan Code
(http://www.tsl.state.tx.us/texshare/illprot.html) and the ALA Interlibrary Loan Code for the U.S.
(www. ala.org/ala/mgrps/divs/rusa/resources/guidelines/interlibrary. cfm).
2. Participate in the Interlibrary Loan System through:
a. Providing and maintaining appropriate Internet access.
b. Lending to TexShare member libraries in accordance with local policies, at no cost to the
borrowing library.
c. Monitoring the interlibrary loan system each weekday the library is open and responding in a
timely manner to borrowing requests (within two working days).
d. Providing Z39.50 access to the library's catalog, as technology permits.
e. Updating the library's holdings on OCLC via batchloading or CatExpress at a minimum of once
per year.
f. Providing a 60 day notice to OCLC should the library change the online catalog vendor.
B. The Texas State Library agrees to perform the following at no cost to the library:
1. Maintain the Texas Group Catalog and Navigator Interlibrary Loan System.
2. Administer the system on behalf of participants.
3. Access to the Texas Group Catalog via a unique WorldCat.org and Navigator available to each
participant.
4. Make available to each participant either batchloading or CatExpress of the library's holdings.
5. Provide training for interlibrary loan staff.

INTERLIBRARY LOAN REIMBURSEMENT AGREEMENT
The Contracting Parties agree that the following services will be performed under this agreement:
A. The Performing Agency will fill requests for the loan or photocopying of library materials to all
Texas public, academic, and special libraries without charge to the individual libraries when those
requests are received on the OCLC interlibrary loan.
B. The Performing Agency will be reimbursed by TSLAC for net loans performed under the terms of
this agreement as outlined in below. TSLAC will determine the number of net loans by analyzing
the Performing Agency's lending and borrowing activity, as reported to TSLAC, in the customized
OCLC statistical report.
BASIS FOR CALCULATING REIMBURSABLE COSTS
A. Net loans are calculated by subtracting the total number of borrows from the total number of
loans made by the Performing Agency to Texas public libraries using the OCLC system for
interlibrary loan processing. The final number of net loans will be determined by analyzing
the lending and borrowing activity reported in the OCLC year-end statistical report. Year-
end is August 31St.
a. Per requirements of the Interlibrary Loan Program at TSLAC, should the
Performing Agency fail to provide a minimum of 25 net loans, TSLAC will not be
obligated to pay any reimbursement to the Performing Agency.
b. TSLAC may at any time and without notice change the minimum number of net loans
required for reimbursement.
B. TSLAC will reimburse the Performing Agency at a rate determined by available funds divided by
the total number of net loans completed by the qualifying performing agency during the State fiscal
year, September 1 through August 31st, up to a maximum of $4.00 for each completed net
interlibrary loan provided to Texas public libraries using the OCLC system.
C. TSLAC shall timely reimburse the Performing Agency based upon reports received from OCLC by
TSLAC in accordance with Texas Government Code Section 771.008 and the Texas Prompt
Payment Act. Reimbursements with funds held by the State Comptroller of Public Accounts shall
be made via USAS funds transfers, with the Texas State Library and Archives Commission initiating
the transfers.
D. The Performing Agency shall provide TSLAC with all necessary USAS coding elements.
TSLAC will make a single reimbursement payment for these services on or before November 30 for the pervious
State fiscal year.
