The City is currently constructing facilities to provide Type I reuse water (water that has been fully treated at the
wastewater plant and then run through additional treatment before being used for irrigation water) to Old Settlers
Park and the Dell Diamond. That project should be complete sometime around April of next year. The City is
required to have authorization to use the reuse water from the Texas Commission on Environmental Quality (TCEQ)
according to their rules in 30 TAC Chapter 210 of the Texas Administrative Code. The signature on the application
will provide the necessary authority for the City to submit the application to TCEQ.

Type II water is currently used for unit wash down water, and the City currently has 210 authorization
for Type II water use. There are no plans to use Type I water at the treatment facilities.

Type II water is proposed to continue to be used to irrigate a city -owned golf course according to its current 210 authorization. Type I water is proposed to be used for
irrigation to the Dell Diamond Baseball Stadium, and the City's Old Settlers Park. Additional customers will be added when they are economically able to be served by the
distribution system. The city plans to use up to 3.0 MGD of Type I reclaimed water as a part of the first phase of this project and an ultimate of 10 MGD.

Why? All current and future authorized distribution/transmission requirements will be met for the type I system being requested in this request for authorization.
However, for the existing system we would like to be granted a variance since the requirements did not exist at the time the current authorization was issued
(1999) and the system has been in continuous use since that time. Upgrading the existing Type II facilities would render it economically unfeasible.
7. Notifications
If there is a major change in the use of reclaimed water, the producer will notify the TCEQ of the change 45 days before the
planned implementation. Examples:
o a change in the boundary of the approved service area,
o the addition of a new user,
o major changes in the use such as conversion from golf course irrigation to residential irrigation, and

Notice of intent Process:
When your NOI is received by the program, the form will be processed as follows:
1. Administrative Review: Each item on the form will be reviewed for a complete response. In addition, the producer's and provider's legal name must
be verified with Texas Secretary of State as valid and active (if applicable). The address(s) on the form must be verified with the US Postal service as an
address receiving regular mail delivery. Never give an overnight/express mailing address.
2. Notice of Deficiency: If an item is incomplete or not verifiable as indicated above, a notice of deficiency (NOD) will be mailed to the contact. The
contact will have 30 days to respond to the NOD. The response will be reviewed for completeness.
3. Authorization: An order granting authorization to use reclaimed water for beneficial use will be mailed to the producer.

I certify that I am the customer contracting with the City of Round Rock, Texas to use reclaimed water for
irrigation purposes to the property designated above. I understand, acknowledge and agree that the
referenced water is classified as Type I reclaimed water; that it has been treated in the City's East
Wastewater Treatment Plant; and that this document constitutes notice from the City that such water
complies with all requirements of the Texas Commission on Environmental Quality (TCEQ) for use of
reclaimed water.
I understand, acknowledge and agree that my use of reclaimed water is subject to and shall be in compliance
with requirements of Chapter 210 of the TCEQ rules; that the City has the authority to terminate
reclaimed water use that is noncompliant with Chapter 210 of the TCEQ rules; that TCEQ requirements
may change from time to time without direct notice to me; that it is my sole responsibility to remain
current regarding TCEQ requirements applicable to my use of reclaimed water; and that this document
constitutes notice from the City that TCEQ rules may be viewed at the TCEQ website at
http: / /www.tceq.texas.gov/assets/public/legal/rules/rules/pdflib/210a.pdf.

my responsibilities under Chapter 210 of the TCEQ rules.
I understand, acknowledge and agree that the City has specific requirements for reclaimed water customers
that are listed herein, and that such are not intended to replace or amend requirements of Chapter 210 of
the TCEQ rules:
• A reclaimed water customer must prepare an Operations and Maintenance Manual specific
to his/her/its use, and submit same to the City for review and approval;
■ A reclaimed water customer must have a training program in place for all new employees
relative to the reclaimed water use, and must review the Operations and Maintenance
Manual with all new employees;
• A reclaimed water customer must document that all employees have access to current
TCEQ Chapter 210 rules and to the customer's Operations and Maintenance Manual;
• A reclaimed water customer must document that all employees, at least once per year,
have been provided an update on reclaimed water use and operational procedures;
• The Operations and Maintenance Manual, as well as operational procedures, shall require
that any plans for extension of or connection to the customer's reclaimed water system
must be submitted to the City for review and approval; and any related construction work
must be inspected by the City;
■ The Operations and Maintenance Manual, as well as operational procedures, shall include
signage advising that reclaimed water is being used; and all outlets shall be equipped with
locks operable only by designated employees; and
• Meters shall be installed on services to all customers.
I understand, acknowledge and agree to pay all established rates, charges and fees as they currently exist or
are hereafter amended, and to comply with all rules and regulations of the City as they currently exist or
are hereafter amended.
I understand, acknowledge and agree that the City may increase amounts of deposits for any existing
account; and that if a change in Security Deposit is made, it will be changed to the larger of the current
Security Deposit or the average of the preceding 6 months of billings; and that the Security Deposit may be
applied to my account after 1 year of timely payments.
• I understand, acknowledge and agree that, if the account is terminated, the Security Deposit will be applied
by the City to the last bill and that any remaining Security Deposit will thereafter be refunded.
x I understand, acknowledge and agree that the City mails bills for utility services on the 1st of the month,
with the billing period being from the 16th of the month through the 15th of the following month. I
understand, acknowledge and agree that bills are due on or before the 15th of the month; that current
policy allows addition of a 10% penalty and transmission of a disconnect notice on the 16th of the month;
that the disconnect date is approximately 10 days after the 16th of the month; and that a disconnect
processing fee of $ 50 and a reconnection fee of $ 50 will be added to disconnected service accounts, with all
such amounts due being fully paid prior to reconnection.
