August 5, 2011 Department: Utilities and Environmental Services Project Manager: Jeff Bell Item Summary: Professional Services provided under this contract will included field verification surveys of the WTP overall electrical system, with transformers, voltage, amperage and short circuit interrupting ratings, as well as where each of the equipment is being fed from and what each item of equipment is feeding. This information will be delivered as a spreadsheet and map, both in electronic and hard copy format. In addition, the Camp Dresser & McKee, Inc. (CDM) is to prepare a technical memorandum detailing recommendations for enhancing the level of redundancy of the control network and for any improvements in the system architecture and will include, as appropriate, details, designs and opinions of probable cost for making these enhancements. During this process it has become necessary to conduct an additional two day onsite field assessment to verify the actual installation of the Fiber Optic Network. As part of this Supplemental Agreement, CDM will produce an updated as -built Fiber Optic Architecture drawing of the current configuration. Once the as -built Fiber Optic Architecture drawing is complete, CDM will conduct an additional meeting with the City with recommendations for enhancing the level of redundancy of the control system network, including opinions of probable construction costs for making these enhancements to the existing WTP Control System Network. This Supplemental Agreement will increase the original contract of $30,515 by $11,955 for a total contract amount of $40,470. Review and assess existing electrical record drawings and electrical information available, 2. Conduct field verification surveys as required to prepare overall plant electrical system one - line diagram drawings that will include the entire plant electrical distribution system. The overall plant electrical distribution one -line diagram will be drafted using ACAD. The electrical system one -line diagrams will show the incoming main utility service transformers and everything downstream - to the low voltage power/lighting panelboards. The one -line diagrams will convey the equipment identification, buss amperage, voltage, and short circuit interrupting ratings, as well as where each of the equipment is being fed from and what each equipment is feeding. 3. Provide recommendations to address plant staffs concerns relative to the fiber optic network associated with the control system. To accomplish this, immediately following notice to proceed, CDM will request from the Owner the most recent system architecture diagrams and any other pertinent information that may be available. Plant staff has reported that some of these drawings may be out of date. Therefore, upon receipt of this information from the Owner, CDM shall conduct an onsite field assessment to confirm the accuracy of the documentation and to gain a more thorough understanding of the plant staff's concerns. In addition, CDM shall conduct an additional two day onsite field assessment to verify the actual installation of the Fiber Optic Network. Utilizing the information provided by the Owner and the additional onsite field assessment, CDM shall generate an updated as -built Fiber Optic Architecture drawing. Once the as -built Fiber Optic Architecture drawing is complete, CDM will conduct an additional meeting with the Owner for review purposes. Subsequent to the field investigation, CDM will provide a technical memorandum detailing recommendations for enhancing the level of redundancy of the control system network. The technical memorandum shall include details of the current configuration, recommendations for a revised system architecture diagram as appropriate and opinions of probable construction costs for making these enhancements. Included with the Technical memorandum shall be the updated as -built Fiber Optic Architecture drawing.
