SF-R(Single-family -rural lot) district. 18 19 (a) Purpose. All development within the SF-R (single-family-rural) district 3 shall conform to the density and development standards described in this subsection. 4 (1) Single family rural lot density and development standards. For lots in platted subdivisions recorded prior to January 1, 5 2002 a minimum of two off-street parking spaces shall be provided for each dwelling unit. If the replaced doors are less 6 than fourteen (14) linear feet, then at least one window is required. If the replaced doors 7 are fourteen (14) linear feet or more, then at least two windows are required. If only one 8 window is installed it shall be centered on the wall. The eaves on the side of a house with a reduced setback may project a maximum 4 of 24 inches over the adjacent property line. In this case, an easement for the eave 5 projection shall be recorded on the deed for the lot where the projection occurs. 6 b. Maintenance easement. An easement between the two property owners to allow for 7 maintenance or repair of the house is required when the eaves or side wall of the house 8 are less than five feet from the adjacent property line. The easement on the adjacent 9 property shall provide at least five feet of unobstructed space between the furthermost 10 projection of the structure and the edge of the easement. 11 c. Privacy. If the side wall of the house is on the property line, or within three feet of the 12 property line, windows or other openings that allow for visibility into the side setback of the 13 adjacent lot are not permitted. Windows that do not allow visibility into the side setback of 14 the adjacent lot, such as a clerestory window or a translucent window, are permitted. 15 (x-911) Additional conditions for village residential lots. Although lot size and dimensions may be 16 reduced for village residential lots, the reduced lot size shall be compensated by providing 17 common open space equal to the difference between the minimum required lot area for 18 conventional single-family lots and the smaller lots. Metal of any type is not permitted except horizontal prefinished aluminum 5 siding. Accessory buildings not exceeding 150 square feet in gross floor area are exempt from 6 this requirement. 22 1 (3) Off-street parking requirements. 2 a. A minimum of two garage-enclosed parking spaces shall be provided for each dwelling 3 unit. Parking for other uses shall be provided in accordance with section 46-196. 4 b. The garage doors facing a public street shall not exceed a total of 18 feet in width. 5 (4) Setback encroachment. All required setbacks shall be free from any encroachments including 6 but not limited to, accessory buildings or structures, eaves, roof overhangs, box windows and 7 fireplaces. Air conditioning units and other similar ground-mounted equipment are exempt from 8 this requirement. 9 (5) Height and placement requirements. For explanation of measurements, computations and 10 exceptions, see section 46-163. 11 (6) Garage conversions. Where otherwise permitted, _garage conversions are subject to the 12 following requirements: 13 a. The converted area shall not operate as a separate dwelling unit. 14 b. The converted area shall not include additional utility meters. 15 c. The converted area shall not include an exterior entry door. 16 d. If garage doors are removed, they must be replaced with a wall with new exterior materials 17 that match the existing structure's primary exterior materials. If the replaced doors are less 18 than fourteen (14) linear feet then at least one window is required. If the replaced doors 19 are fourteen (14) linear feet or more, then at least two windows are required. If only one 20 window is installed, it shall be centered on the wall. If two or more windows are installed. 21 they shall be installed symmetrically on the wall. 22 23 VI. 24 That Chapter 46, Section 46-199, Code of Ordinances (2010 Edition), City of 25 Round Rock, Texas, is hereby amended to add subsection (f) to read as follows: 26 Sec.46-199. Outdoor display and storage 27 (f) Residential open storage 28 _ (1) Open Storage means the placement in an unenclosed area on a lot or tract of land used 29 for residential purposes for a continuous period in excess of 24 hours of an item which is not 30 customarily used or stored outside and/or which is not made of a material that is resistant to 31 damage or deterioration from exposure to the outside environment. 32 (2) Open storage shall be prohibited in the front yard, in a carport, or an unenclosed front 33 porch driveway. balcony, or any open and unenclosed area visible from any public right-of-way. 23 1 VII. 2 That Chapter 46, Code of Ordinances (2010 Edition), City of Round Rock, Texas, 3 is hereby amended to add section 46-201 to read as follows: 4 Sec.46-201. Air Conditioning Units. 5 (a) Purpose and intent. The purpose of this section is to set forth requirements regarding the 6 installation of air conditioning units in residential properties. 7 (b) Applicability. This section shall apply to all residential properties within the city limits and in areas 8 where this section is in effect by contractual agreement. 9 (c) Requirements. Air conditioning units are prohibited from being installed in a wall that is facinq a 10 public street. 11 12 VIII. 13 A. All ordinances, parts of ordinances, or resolutions in conflict herewith are 14 expressly repealed. 15 B. The invalidity of any section or provision of this ordinance shall not 16 invalidate other sections or provisions thereof. 17 C.
