Authorization is requested to use grant funds to send Emergency Planning Officer Dorothy Miller to the Bay Area Urban Shield
Exercise, Oct. 14-17, 2011. Urban Shield is a national model, full-scale exercise, designed to assess and validate the speed,
effectiveness and efficiency of capabilities, as well as test the adequacy of regional policies, plans, procedures and protocols.
Urban Shield incorporates regional critical infrastructure, Emergency Operation Centers, regional communication systems,
equipment and assets, as well as personnel representing all aspects of emergency response including intelligence, law
enforcement, Explosive Ordnance Disposal Units, Fire, EMS, etc. The Urban Shield Exercise is unique because of its focus on
training during the exercise.
Urban Shield has been recognized throughout the nation, as well as internationally, as a "best practice" for Targe scale training
exercises. The City of Round Rock has the opportunity to develop, host and participate in an Urban Shield Exercise in our Urban
Area in December 2012 (third site in the country, after San Francisco Bay Area and Boston). Dorothy Miller, a Master Exercise
Practitioner, will, along with others from our Urban Area, be attending the 2011 Bay Area Urban Shield Exercise as an observer
for the purpose of bringing this model back to our city and region.

TRAVEL AND REIMBURSEMENT REQUEST FOR OUT-OF-STATE TRAVEL
This Document is provided in compliance with TDEM-SAA Information Bulletin #14 dated December 1, 2009.
The City of Austin, Texas, is the Prime Recipient for the UASI grant, and the City of Round Rock, Texas, is
the sub -recipient thereunder.
By Resolution No. R -10-01-28-10C1, the City Council of Round Rock authorized the City Manager to sign all
travel and reimbursement documentation related to Homeland Security, covering travel for grant -related
activities funded through the State Preparedness Assessment and Reporting Service (SPARS), including
out-of-state travel.
I, Steve Norwood, City Manager of the City of Round Rock, Texas, by signature hereon, authorize the
following out-of-state travel and training:
Training: 2011 Bay Area Urban Shield Exercise
Dates: October 14`h -17`h, 2011
Location: San Francisco Bay Area, CA

Purpose: Urban Shield is a national model, full-scale exercise, designed to assess and validate the speed,

enforcement, Explosive Ordnance Disposal Units, Fire, EMS, etc. The Urban Shield Exercise is
unique because of its focus on training during the exercise. This training provides first
responders, homeland security officials, emergency management officials, private and non-
governmental partners, and other personnel with the knowledge, skills, and abilities needed to
perform key tasks required in disasters.

practice" for large scale training exercises. The Austin -Round Rock Urban Area has the
opportunity to develop, host and participate in an Urban Shield Exercise in our region in
December 2012 (the third such site in the country). Dorothy Miller will, along with others from our
region, be attending the 2011 Bay Area Urban Shield Exercise as an observer for the purpose of
brining this model back to our city and region.
