Mays Street Reconstruction provides for the widening of North Mays Street from a four lane
arterial to a five lane section between the Brushy Creek Bridge and the Union Pacific
Railroad/Lake Creek Bridge. This includes the sidewalks, street trees and lighting, utility
relocations, and gateway features. The initial engineering services contract consisted of a
preliminary schematic, surface utility engineering, utility coordination, field surveying and
mapping, land appraisal services, TCEQ coordination, and a 30% design schematic at a
cost of $235,288.80.
Supplemental Contract (S.C.) No. 1 provided for additional surveying services at a cost of
$6,166. S.C. No. 2 provided for the development of complete plans, specifications, and
PS&E from the approved design schematic at a cost of $324,195. S.C. No. 3 provided for
additional right-of-way appraisal, preparation of environmental documents, and final design
plans at a cost of $64,699.40. S.C. No. 4 provided for additional engineering services for
the design and detailing for illumination supports at the Brushy Creek Bridge, additional site
verification at Bent 16 on the UPRR Bridge, and detailing for a more complex gateway arch
structure at a cost of $3,345. S.C. No. 5 asked for $38,313.40 to cover the revision of
PS&E plans, HUD environmental documents, and the Water Pollution Abatement Plan
(WPAP) to include Main Street improvements from Blair Street to Mays Street. S.C. No. 6
provided four AT&T test holes and a new WPAP submission at a cost of $10,178. TCEQ
has required the City to submit a new WPAP including Main Street improvements from Blair
Street to Mays Street instead of revising the WPAP originally submitted for this project.

S.C. No. 7 included the addition of aesthetic treatments and illumination to the Union Pacific
Railroad bridge planned as a memorial to the Baylor University basketball team. The bridge
will be known as the "Immortal X Bridge". S.C. No. 7 provided for the addition of these
Illumination and Aesthetic Detail sheets as well as the revision of completed plan sheets for
Traffic Control on Round Rock Avenue and the addition of Traffic Control plan sheets on
Mays as required by the inclusion of the "Immortal X Bridge" motif.
S.C. No. 8 includes changes to the plans and bid documents for revisions to the structural
design of the gateway arches and multiple revised illumination designs to accommodate
revised criteria for the "Immortal X Bridge". The cost of S.C. No. 8 is $7,981.40 and will
bring the total cost of the contract with Huggins/Seiler and Associates to $727,699.00.

This Supplemental Contract No. 8 to Contract for Engineering Services is made by and between
the City of Round Rock, Texas, hereinafter called the "City" and I-Iuggins/Seiler & Associates,
LP, hereinafter called the "Engineer".
WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract", on the 10th day of November, 2011 for the Mays Street Reconstruction
Phase I Project in the amount of $235,288.80; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 1 on February 3, 2012
to amend the scope of services and to increase the compensation by $6,166.00 to a total of
$241,454.80; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 2 on April 26, 2012 to
amend the scope of services and to increase the compensation by $324,195.00 to a total of
$565,649.80; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 3 on Novetnber 8,
2012 to amend the scope of services and to increase the compensation by $64,699.40 to a total of
$630,349.20; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 4 on February 8, 2013
to amend the scope of services and to increase the compensation by $3,345.00 to a total of
$633,694.20; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 5 on March 8, 2013 to
amend the scope of services and to increase the compensation by $38,313.40 to a total of
$672,007.60; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 6 on May 3, 2013 to
amend the scope of services and to increase the compensation by $10,178.00 to a total of
$682,185.60; and

WHEREAS, the City and Engineer executed Supplemental Contract No. 7 on December 9, 2013
to atnend the scope of services and to increase the compensation by $37,532.00 to a total of
$719,717.60; and
WHEREAS, it has become necessary to amend the Contract to modify the provisions for the
scope of services and to increase the compensation by $7,981.40 to a total of $727,699.00;
NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract
is amended as follows:
I.
Article 2, Engineering Services and Exhibit B, Engineering Services shall be amended as set
forth in the attached Addendum To Exhibit B.
II.
Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by
$7,981.40 the lump sum amount payable under the Contract for a total of $727,699.00, as shown
by the attached Addendum to Exhibit D.
IN WITNESS WHEREOF, the City and the Engineer have executed this Supplemental
Contract in duplicate.

ADDENDUM TO EXHIBIT B
Engineering Services
The work to be performed under this contract shall consist of providing engineering services
required for the development of PS&E for revisions to Mays Street and West Main Street. PS&E
will be developed for letting and construction by the City of Round Rock. This revision to the
contract includes changes to the structural design of the Gateway Arches and multiple revised
illumination designs to accommodate revised criteria for the Immortal X Bridge motif.
1) COLLECT AND REVIEW DATA (Function Code 110):
a) Data Collection: The Engineer will collect, review and evaluate:
i) As -built plans, existing schematics, right-of-way maps, and current unit bid prices
information.
ii) Utility plans and documents from appropriate municipalities and utility companies.
b) Field Reconnaissance: The Engineer will conduct field reconnaissance and collect
data as necessary to complete the project development.
2) ILLUMINATION DESIGN (Function Code 163)
a) Prepare continuous Illumination Design
i) Layouts.
(1) Horizontal location of illumination poles.
(2) Conduit location and size.
(3) Conductor runs and size
(4) Power drop locations
(5) Special mounting details for bridges and retaining walls
(6) Summary of Quantities
(7) Standards
3) PROJECT MANAGEMENT (Function Code 190):
a) Prosect Coordination: The Engineer will direct and coordinate the various elements
and activities associated with project development.
b) Project Administration: The Engineer will perform administrative duties, including:
i) Coordination with subconsultants.
ii) Preparing and executing contracts with subconsultants.
iii) Monitoring subconsultant activities.
iv) Reviewing and recommending approval of subconsultant invoices.

• Monthly progress reports.
• Monthly invoice and billings.

c) QA/QC: The Engineer will provide ongoing quality assurance and quality control to
ensure completeness of product and compliance with City of Round Rock procedures.
d) Progress Meetings: The Engineer will attend progress meetings with the City of
Round Rock on an as needed basis.
