The existing conditions of the banks have eroded to the point of placing the City's existing water, wastewater and stormwater infrastructure in jeopardy. In July 2011, the City contracted with URS Corporation in the amount of $144,741 for the design of improvements to Onion Branch that consisted of protecting the banks with the construction of mechanically-stablilized earth (MSE) walls, protecting the water and wastewater lines with grade -control structures constructed from large diameter rock, extending existing stormwater lines, and revegetating the banks with more drought tolerant vegetation. This Supplemental Contract No. 1 with URS Corporation in the amount of $24,238 is for construction and warranty phase services which includes contractor submittal reviews, engineering services during construction, project closeout documentation, and warranty period assistance. Sheets, City Attorney Rcv.12/01 /08 84275 ADDENDUM TO EXHIBIT B Engineering Services URS' proposal for construction phase services follows. 1.0 PROJECT DESCRIPTION The project site is generally the stretch of Onion Branch from State Highway (SH) 79 to the low- water crossing approximately 1,300 feet downstream from the SH 79 bridge. This reach of stream has undergone significant erosion from the bridge downstream to the major bend (approx. 1,000 feet from the SH 79 bridge), resulting in steepened and unstable banks; exposed water, sanitary sewer, and "dry" utilities; and eroded, broken, and/or undermined stormwater outfalls. URS has developed design documents whose purpose is to repair and stabilize the banks and bed of Onion Branch in the segments of the project reach, and repair/mitigate stormwater outfall damage. This scope includes construction and warranty phase services. The scope of the supplemental services has been broken into discrete tasks as described in the following sections. 2.0 SCOPE OF WORK The Scope of Work for this project has been divided into the following tasks: • Task 1: Construction and Warranty Phase Services; and • Task 2: Meetings and Project Management. The task descriptions, assumptions, and anticipated other direct costs (ODCs) associated with each task are presented in the following sections. URS' estimates of labor and ODCs are based on the assumptions for each task. Because of the included components of the construction, URS proposes to involve the Landscape Architect (Carolyn Kelley) in this phase of the project. This subconsultant will participate as an active team member based on their respective expertise, providing assistance in periodic site visits, submittal review, as -built preparation, and other limited areas of construction management. 2.1 Task 1 - Construction and Warranty Phase Services 2.1.1 Preconstruction Conference Preparation/Attendance CoRR will prepare the agenda and conduct the meeting with URS attending. 1 The Project Manager, Lead Engineer, and Landscape Architect will attend the preconstruction conference. URS will prepare meeting notes for distribution to attendees. 2.1.2 Assistance of Contract Submittal Reviews URS will review City -selected submittals that need to be in place before the GC arrives on site. These include the GC's submittals of the Construction Schedule and Schedule of Values. Other administrative/contract submittals will be reviewed by City. The URS Team assumes that the City's inspector(s) will address erosion control and tree protection matters. 2.1.3 Engineering During Construction a) Requests for Information (RTIs) During construction progress, members of the URS Team will be available to answer questions and interpret the Contract Documents. The reviewer(s) will respond to the questions in writing. For budgeting, it is assumed that URS will render interpretations and clarifications on three (3) RFIs. The Landscape Architect will assist URS in rendering interpretation and clarifications on three (3) RFIs. b) Change Order Reviews/Preparation The URS Team will provide input on City -directed questions, interpretations, and other matters of question between the City and the GC. City and URS will review the GC's Change Order Request (COR) submittal, and URS will provide recommendations on the merits of the COR and of reasonable cost. If appropriate and acceptable to the City, the Project Manager will initially prepare Change Orders on forms provided by the City; URS will review and provide input/acceptance on the Change Order (CO). For major changes of conditions, contract terms will apply. For budgeting, it is assumed that URS will prepare and review one (1) change -order documents. c) Specification, QA/QC Materials Testing, and Submittal Reviews The URS Team will review and take appropriate actions on construction submittals such as shop drawings, product data, samples, schedules, and laboratory results. The URS Team will check these for general conformance with the Contract Documents. We anticipate a total of 20 initial submittals with 10 resubmittals. For budgeting, it is assumed that URS will review fifteen (15) submittals and Landscape Architect to review five (5) submittals. City to conduct and review all density and material testing for compliance. 2 d) Invoice/GC Payment Review The URS Team will review and comment as to the accuracy of the GC's three (3) monthly Applications for Payment. The Landscape Architect will assist, in association with site visits. The City's inspector will review pay applications for quantities and completeness and forward to URS. URS will evaluate the accuracy of the applications based on the work progress, and provide input/acceptance of same. e) Punch List and Substantial Completion Review Upon notification from the GC that the work is completed, the URS Team will participate with City in confirming substantial completion. The URS Team will perform a site walk-through and generate a punch list of items remaining to complete the work and will review this with City and the GC. We will work with City to observe that the items on the punch list have been completed. Upon completion of the major items on the punch list, URS will provide input to City as to the status of substantial completion. Assume only 1 site visit beyond the initial substantial completion walk-through. Construction Meetings and Site Visits The GC will be in charge of site meetings, with the URS lead engineer in attendance when requested by City; and City also in attendance. Assumed meeting frequency of monthly site meetings for 3 months for a total of three (3) site meetings and associated site visits. Assumed one additional engineer required for 2 meetings/site visits and Landscape Architect. for 5 site visits during construction. No agenda/meeting minutes will be generated for URS review. 2.1.4 Project Closeout Documentation Engineer's Letter of Certification/Completion No Record Drawings will be developed. At the completion of the project, URS will coordinate to issue an Engineer's Completion Certification Letter. The letter will document that the engineer of record agrees that the project was constructed in substantial accordance with the intent of the plans and specifications, or note in the letter if deviations from the plans and specifications exist. 2.1.5 Warranty Period Assistance City will provide notice to URS to perform one inspection prior to the end of the warranty period. URS assumes that one professional staff from URS and the Landscape Architect will perform a site walk. A list of deficiencies will be prepared after the site inspection and submitted to City staff. One follow-up site walk and report is budgeted, and assumed will complete the work. 3 2.2 Task 2 - Meetings and Project Management URS will perform project management activities, including: • Budget/Schedule oversight; • Subconsultant management; and • Contract administration. Project meetings specific to technical issues have been addressed in Task 1 above and are not included in this task. Ongoing and routine meetings have been included in this task. It is assumed that the construction tasks will be in accordance with the following durations: • Bid Opening through Contractor NTP - 1 month; • Construction up to and including obtaining substantial completion — 3 months; • Punch list and Final completion - 1 month; • Warranty Period — 12 months. 3.0 KEY PERSONNEL The URS Project Manager for this work will be Mr. Darrell Jones, P.E. URS does not guarantee the Contractor's performance, nor will URS be responsible 4 for supervision of the Contractor's operation and employees, or the means, methods, techniques, sequences or procedures of construction selected by the Contractor, or any safety precautions and programs of the Contractor or any of its Subcontractors. Construction phase services start will be dependent upon contract negotiations between the Contractor and City of Round Rock.
