Approval Date: June 15, 2012 Department Name: Transportation Department Project Manager: John Dean Assigned Attorney: Steve Sheets Item Summary: On April 12, 2012, the City Council authorized the Mayor to sign the Gateway Monument Agreement (R -12-04-12-11D2) with the Texas Department of Transportation (TxDOT). This agreement will give the City of Round Rock permission to construct a gateway sign within the right-of-way of IH -35 at Westinghouse Road. This agreement was subsequently delivered to TxDOT, who has in turn sought input from the Federal Highway Administration (FHWA). In reviewing the agreement, the FHWA expressed some concern about the proposed lighting for the sign. This addendum addresses and clarifies the lighting of the sign and how it is to operate. Nothing in this addendum has any affect on the current design of the sign or how it is intended to operate. In response to these concems the City agrees to abide by the conditions in the primary agreement document as well as the following conditions as they relate to the lighting and illumination of the monument structure in the IH 35 right of way. • The source lighting for the designed system which will illuminate the gateway monument will be shielded from and not be directly visible to the motorist on IH 35. The only light visible to the travelling public will be the indirect light which illuminates the face of the monument. Lighting associated with this monument will in no way impair or distract drivers on any of the travel lanes in the IH 35 right of way. • The source lighting for the designed system will be steady-state and will not flash or change intensity or color during operation.
