Item Summary:
This supplemental agreement will expand the scope of work for the City's consultant team on the Railroad Quiet Zone project.
During preliminary study of the existing crossings it has been determined that two of the at -grade highway -rail crossings at the
McNeil Road and IH -35 frontage roads intersections are not considered by the Federal Railroad Authority to be on the same
rail -line as the other six public crossings. These two crossings will have to be made quiet through a separate Quiet Zone
application.
Transportation staff chose to proceed with these two other crossings now so that the two Quiet Zone Applications can be
submitted simultaneously and hopefully approved together as well. The efforts for the field study, database analysis, and
diagnostic team meeting work included in this supplemental agreement were completed previously when the work for the other
six crossings was taking place. The fee proposed will cover the consultant team for the additional efforts on those tasks as well
as for the additional reporting and Quiet Zone application paperwork which they will complete later this year.

This Supplemental Contract No. 1 to Contract for Engineering Services is made by and between
the City of Round Rock, Texas, hereinafter called the "City" and Brown & Gay Engineers, Inc.,
hereinafter called the "Engineer".
WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract", on the 22nd day of March, 2012 for the Railroad Quiet Zone Study Project
in the amount of $149,900.00; and
WHEREAS, it has become necessary to amend the Contract to add two at -grade crossings to the
scope of services and to increase the compensation by $25,123.80 to a total of $175,023.80;
NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract
is amended as follows:
I.
Article 1, City Services and Exhibit A, City Services shall be amended as set forth in the
attached Addendum To Exhibit A.
II.
Article 2, Engineering Services and Exhibit B, Engineering Services shall be amended as set
forth in the attached Addendum To Exhibit B. Exhibit C, Work Schedule shall be amended as
set forth in the attached Addendum To Exhibit C.
Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by
$25,123.80 the lump sum amount payable under the Contract for a total of $175,023.80, as
shown by the attached Addendum to Exhibit D.
IN WITNESS WHEREOF, the City and the Engineer have executed this Supplemental
Contract in duplicate.

Engineering Services
Preface
The purpose of this Supplemental Contract is to develop a railroad quiet zone for two at -grade
crossings on the UPRR secondary line known as the "Georgetown Industrial Lead" in the City
of Round Rock. The crossings are listed in Table 1 with their individual Crossing numbers.
The Engineer will perform the following tasks:
A. Office Data Collection and Review
1. The Engineer will investigate accident history at each crossing for at least 5 years to
verify FRA data for the quiet zone study. The Engineer will analyze the data and
prepare tabular summaries.
2. The Engineer will review the national crossing inventory database.
B. Concept Development/Alternatives Screening
The evaluation of each of the grade crossings will be based on the criteria for the
establishment of quiet zones, outlined in the Train Horn Rule. The evaluation will focus on
safety measures that could be used to compensate for the absence of the train horn. While
SSMs are typically preferred, the study will include options for modified supplemental safety
measures, also described as ASMs. The Engineer will:
1. Identify potential SSMs for consideration and provide a comparison of the anticipated
benefits versus the typical costs associated with each safety measure, to eliminate cost
restrictive alternatives.
2. Prepare and submit the findings from the concept development and alternatives
screening phase to the City of Round Rock for review and comment.
3. Develop preferred alternatives for each grade crossing through this process.
C. Quiet Zone Development
As part of the quiet zone development process, the Engineer will perform the following tasks:
1. Evaluate the various safety measures using the Quiet Zone Calculator. The quiet zone
options will be narrowed to two, and if possible, one preferred option. Once preferred
alternatives are selected for each grade crossing, development of the quiet zone
corridor can begin. Various scenarios will be run through the FRA's Quiet Zone
Calculator to develop quiet zone creation alternatives. ASMs that reduce the Quiet
•
Zone Risk Index (QZRI) to a level below the Risk Index with Horns (RIWH) or the
National Significant Risk Threshold and provide effective safety improvements may
be an option.
2. Prepare and furnish updated USDOT Grade Crossing Inventory forms for TxDOT and
UPRR submittal to the FRA. This information is critical for use in quiet zone
calculations to determine the QZRI and the RIWH for the proposed quiet zone
corridor.
D. Diagnostic Team Meetings and Report
1. Review traffic control devices compliance with the TMUTCD and make
recommendations to ensure that all the crossings meet current TMUTCD
standards.
2. Document the findings of the diagnostic team and incorporate the findings into the
overall safety improvement plan recommended for the proposed quiet zone
corridor on UPRR's Georgetown Industrial Lead.
E. Develop Conceptual Plans/Design At -Grade Improvements
1. The Engineer will provide concept sketches of each crossing with the proposed
SSM or ASM and a description of how each quiet zone crossing will operate.
2. The Engineer will use the UPRR standards and specifications in developing
conceptual plans for each grade crossing once the diagnostic team recommendations
have been developed; additional improvements will conform to the City of Round
Rock and TxDOT's standards and specifications.
3. Prepare budget level construction cost estimates based on the recommendations of the
diagnostic team and the schematic design plans.
F. Preparation of Applications
Once the City has approved the project and requested agreements from UPRR, the
Engineer will:
1. Prepare and provide the Notice of Intent (NOI) to the City for their submittal as
required by the Train Horn Rule. There is a required continent period of 60 days. This
work can be accomplished simultaneously with agreement preparation by UPRR.
2. Prepare the Notice of Establishment (NOE) for submittal once all the quiet zone work
is completed. There is a minimum of 21 day notice before the quiet zone can be
implemented.

G. Meetings and Coordination with Stakeholders
The Engineer will attend meetings as outlined below, prepare meeting
documentation and coordinate the project with all stakeholders as follows:
1. Attend the following meetings:
0 Meeting with City staff to review the results of the study
2. Prepare meeting agendas and distribute pertinent information ahead of the
meeting. Prepare meeting minutes, distribute the minutes for comments,
revise the minutes as needed and distribute the final minutes.
3. Coordinate with stakeholders (TxDOT, FHWA, FRA, UPRR) for the
duration of the project.
