Memorandum of Understanding

And
Office of Emergency Management for the City of Round Rock
The Williamson County & Cities Health District (WCCHD) and the Office of Emergency Management
for the City of Round Rock hereby agree to the terms as stated in this Memorandum of Understanding.
I. Background
WCCHD is the principal local agency to coordinate public health response in Williamson County.
This responsibility requires good information sharing and coordination with the various public
health and safety agencies, as well as, other local, regional, and state public health response
partners. Coordination and information sharing occurs through the use of communication tools
such as WebEOC, phone/conference calls, email, and audio/visual teleconferencing devices.
These systems require routine use through planning, training, exercises and in the event of
disaster response.
II. Scope
WCCHD will purchase and transfer a Smart Board System with an estimated cost of $10,006 to
the Emergency Operations Center (EOC) for the City of Round Rock. This system will facilitate
planning, training, and exercise opportunities that will lead to improved emergency operations
coordination and information sharing capabilities with local, regional, and state response partners
in daily operations and during an event or incident. City of Round Rock EOC agrees to provide
10% required grant match for project.

IV. Maintenance & Security
Office of Emergency Management for the City of Round Rock and WCCHD shall be responsible
for all necessary maintenance and shall negotiate any recurring costs (if any) of the Smart Board
System. No action shall be taken by the EOC that will void the warranty. EOC will insure that
equipment is in a safe and secure location.

V. Ownership
WCCHD retains ownership of the Smart Board System that is being mounted in the City of
Round Rock EOC. WCCHD will be notified immediately if equipment is lost, stolen or damaged.
EOC staff will accommodate requests from WCCHD staff or grant auditors to physically visit the
site where equipment is located at a time that is mutually agreeable. Equipment cannot be
assigned elsewhere or disposed of without getting prior written approval from WCCHD. In the
event of a public health emergency WCCHD may request the use of the EOC as an alternate
response site.
VI. Term of Understanding
This Understanding may be amended by the consent of both parties. Amendment(s) must be in
writing and are not effective until signed by both parties. This Understanding will remain in
effect unless terminated by either party upon sixty (60) days written notice to the other party.
Understanding will be reviewed annually or more frequently if warranted.
This Memorandum of Understanding constitutes the entire agreement between the Williamson
County & Cities Health District and the Office of Emergency Management for the City of Round
Rock and is effective upon signature by both parties.
