Item Summary:
Mays Street Reconstruction provides for widening North Mays Street from a four lane arterial to a five lane section between the
Brushy Creek Bridge and the Union Pacific Railroad/Lake Creek Bridge including the sidewalks, street trees and lighting; utility
relocations; and gateway features. The engineering services contract consisted of a preliminary schematic, surface utility
engineering, utility coordination, field surveying and mapping, land appraisal services, TCEQ coordination, and a 30% design
schematic at a cost of $235,288.80.
Supplemental Contract (S.C.) No. 1 provided for surveying services not included in the original engineering services contract at a
cost of $6,166. S.C. No. 2 provided for the development of complete plans, specifications, and PS & E from the approved 30%
design schematic at a cost of $324,195. S.C. No. 3 provided for additional right-of-way appraisal, preparation of environmental
documents, and final design plans at a cost of $64,699.40. S.C. No. 4 provided for additional engineering services for design and
detailing for illumination supports at the Brushy Creek Bridge, provide additional site verification at Bent 16 on the UPRR bridge,
and detailing for a more complex gateway arch structure at a cost of $3,345.
S.C. No. 5 is asking for $38,313.40 to cover the revision of PS&E plans, HUD environmental documents, and the Water Pollution
Abatement Plan to include Main Street improvements for Blair Street to Mays Street. The total of the engineering services
contract would be $672,007.60

TO CONTRACT FOR ENGINEERING SERVICES

This Supplemental Contract No. 5 to Contract for Engineering Services is made by and between
the City of Round Rock, Texas, hereinafter called the "City" and Huggins/Seiler & Associates,
LP, hereinafter called the "Engineer".
WHEREAS, the City and Engineer executed a Contract for Engineering Services, hereinafter
called the "Contract", on the 10th day of November, 2011 for the Mays Street Reconstruction
Phase I Project in the amount of $235,288.80; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 1 on February 3, 2012
to amend the scope of services and to increase the compensation by $6,166.00 to a total of
$241,454.80; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 2 on April 26, 2012 to
amend the scope of services and to increase the compensation by $324,195.00 to a total of
$565,649.80; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 3 on November 8,
2012 to amend the scope of services and to increase the compensation by $64,699.40 to a total of
$630,349.20; and
WHEREAS, the City and Engineer executed Supplemental Contract No. 4 on February 8, 2013
to amend the scope of services and to increase the compensation by $3,345.00 to a total of
$633,694.20; and
WHEREAS, it has become necessary to amend the Contract to modify the provisions for the
scope of services and to increase the compensation by $38,313.40 to a total of $672,007.60;
NOW THEREFORE, premises considered, the City and the Engineer agree that said Contract
is amended as follows:

Article 2, Engineering Services and Exhibit B, Engineering Services shall be amended as set
forth in the attached Addendum To Exhibit B. Exhibit C, Work Schedule shall be amended as
set forth in the attached Addendum To Exhibit C.
II.
Article 4, Compensation and Exhibit D, Fee Schedule shall be amended by increasing by
$38,313.40 the lump sum amount payable under the Contract for a total of $672,007.60, as
shown by the attached Addendum to Exhibit D.
IN WITNESS WHEREOF, the City and the Engineer have executed this Supplemental
Contract in duplicate.

ADDENDUM TO EXHIBIT B
Engineering Services
The work to be performed under this contract shall consist of providing engineering services
required for the development of PS&E for revisions to West Main Street from Blair Street to
Mays Street. The PS&E will be developed for letting and construction by the City of Round
Rock. Also included in this work are revisions to the HUD Grant environmental documents and
the previously approved Water Pollution Abatement Plan to include revised project limits.
1) COLLECT AND REVIEW DATA (Function Code 110):
a) Data Collection: The Engineer will collect, review and evaluate:
i) As -built plans, existing schematics, right-of-way maps, and current unit bid prices
information.
ii) Utility plans and documents from appropriate municipalities and utility companies.
b) Field Reconnaissance: The Engineer will conduct field reconnaissance and collect data
as necessary to complete the project development.
2) ENVIRONMENTAL STUDIES (Function Code 120)
a) Revise and submit for approval the HUD Grant Categorical Exclusion documents based
on revised project limits.
b) Revise and resubmit the Water Pollution Abatement Plan (Exception Request) based on
new project limits.
Deliverables:
Furnish revised Statutory Worksheet and a Compliance Checklist along with maps,
displays and required documentation.
Provide TCEQ approved Water Pollution Abatement Plan.
3) UTILITY COORDINATION (Function Code 130)
a) Utilities: The Engineer will perform utility coordination tasks including:
i) Assist the city with the necessary information to adjust utilities as required to
horizontally and vertically clear the proposed construction.
ii) Assist the City in coordination with the various utility providers to incorporate utility
prepared plans in this plan set to move selected utilities into a Utility Vault.
Deliverables:
• Furnish design data for determination of adjustments required.
The Engineer shall provide the following engineering services required for the
preparation of the plans, specifications and estimate (PS&E) which will be
complete and suitable for bidding and award of a City of Round Rock
construction contract. All design shall be in accordance with current City of
Round Rock requirements and policy, except where variances are permitted in

writing by the City. Plans will be prepared on 11"x17" sheets and the deliverables
are as follows:
4) ROADWAY DESIGN CONTROLS (Function Code 160)
a) Update Geometric Design.
b) Prepare Grading Design.
c) Develop Typical Sections.
d) Prepare a detailed Index of Sheets for all plans in the contract documents.
e) Select the standard drawings applicable to the project, and develop a sheet list for review.
f) Update Engineer's Opinion of Probable Construction Costs.
5) DRAINAGE (Function Code 161)
a) Prepare Hydrologic and Hydraulic studies and documentation.
b) Prepare layouts and detailing of drainage features.
i) Storm Sewers and Inlets.
ii) Outfall channels.
iii) Summary of Quantities.
c) Prepare SW3P Sheets.
d) Prepare temporary and permanent Erosion Control Sheets
e) Revise WPAP
f) Provide BMP devices/treatment requirements per TCEQ approval requirements.
6) SIGNING, MARKING AND SIGNALIZATION (Function Code 162)
a) Prepare Signing and Marking Layout.
i) Roadway Layout.
ii) Existing sign to remain, to be removed, to be relocated.
iii) Proposed signs (illustrated and numbered).
iv) Proposed markings (illustrated and quantified) including pavement markings, object
markings and delineation.
v) Quantities of existing markings to be removed.
b) Prepare Summary of Small Signs.
c) Summary of Quantities.
7) MISCELLANEOUS (ROADWAY) (Function Code 163)
a) Prepare Traffic Control Plan, Detours and Sequence of Construction.
i) Layouts.
(1) Sequence of construction and method of handling traffic during each phase.
(2) Existing and proposed traffic control devices for each construction sequence.

(3) If detours are provided, typical sections and horizontal and vertical alignment
shown on plan layout.
(4) General Notes providing construction work hours and any conditions relating to
the various construction phases.

a) Project Coordination: The Engineer will direct and coordinate the various elements and
activities associated with project development.
b) Project Administration: The Engineer will perform administrative duties, including:
i) Coordination with subconsultants.
ii) Preparing and executing contracts with subconsultants.
iii) Monitoring subconsultant activities.
iv) Reviewing and recommending approval of subconsultant invoices.
Deliverables
• Monthly progress reports.
• Monthly invoice and billings.
c) QA/QC: The Engineer will provide ongoing quality assurance and quality control to
ensure completeness of product and compliance with City of Round Rock procedures.
