Consider executing TCEQ Permit Application to renew Permit No. W00010624002 regarding
the Brushy Creek Wastewater East Treatment Plant.
The Cities of Round Rock, Austin, and Cedar Park currently own the Brushy Creek Regional
Wastewater Treatment System (BCRWWTS) which includes two Wastewater Treatment Plants
along with all of the common collection system. One of the plant's, the East Wastewater
Treatment Plant, permit is currently up for renewal. This request is to submit the permit
application to TCEQ in an effort to renew the permit as well as to request a major amendment
increasing the average flow to the plant from 21.5 Million Gallons per Day (MGD) (current
capacity) to 25 MGD. CDM Smith has been hired by the BCRWWTS to prepare the permit
renewal / amendment. The current permit expires in December this year.

14. LABORATORY ACCREDITATION:
Effective July 1, 2008, all laboratory tests performed must meet the requirements of 30
TAC Chapter 25, Environmental Testing Laboratory Accreditation and Certification with
the following general exemptions:
i. The laboratory is an in-house laboratory and is:
1. periodically inspected by the TCEQ; or
2. located in another state and is accredited or inspected by that state; or
3. performing work for another company with a unit located in the same site;
4. performing pro bono work for a governmental agency or charitable
organization.
or
ii. The laboratory is accredited under federal law.
iii. The data are needed for emergency -response activities, and a laboratory accredited
under the Texas Laboratory Accreditation Program is not available.
iv. The laboratory supplies data for which the TCEQ does not offer accreditation.
The applicant should review 30 TAC Chapter 25 for specific requirements. The following
certification statement shall be signed and submitted with every application. See Instructions,
TCEQ Form 10053-inst, Page 30, for a list of designated representatives who may sign the
certification.

Domestic Wastewater Permit Application fees are dependent on the size of the facility (Proposed
and/or Permitted Annual/Daily Average Flow of Final Phase).

Payment of the fees may be made by check or money order payable to TCEQ, or through EPAY
(electronic payment through the web). The permit requires two different fees.
1. Application Fee: This fee is required to be paid at the time the application is submitted.
Failure to submit payment at the time the application is filed will cause delays in
acknowledgment or denial of coverage under the general permit.
Postage fees of $50.00 for New and Amendments and $15.00 for Renewals have been included
with the application fees to cover the expense of the required notice (30 TAC §3o5.53). For new
and major amendments the $50.00 postage fee covers the expense of notifying up to one
hundred (100) landowners. An additional $50.00 postage fee will be required for each
additional increment of up to one hundred (100) landowners.
To expedite the processing of the application, please provide a copy of the check with the
application package. To verify receipt of payment or any other questions you may have
regarding payment of fees to the TCEQ, please call the Revenues Section, Cashiers Office at (512)
239-0357. The applicant is responsible for the cost of publishing the public notice in the
newspaper concerning the application for a permit. The applicant will be provided the
information necessary to publish, including instructions, by Water Quality Applications Team
for the first notice, and by the TCEQ Office of Chief Clerk for the second notice.
