The original Professional Services Contract with Baker-Aicklen & Associates, Inc. was for design and construction phase services for Phase IV -A of the Reuse Waterline Improvements Projects. This project will extend the existing Reuse Waterline - Phase III, constructed with the Avery Center Project, north from the Austin Community College Campus along College Park Drive approximately 2,900 feet. It will terminate south of University Boulevard at a proposed reuse water line and tank easement, where a future elevated storage tank is currently under construction (Phase IV -B). This tank will provide 1.25 million gallons of elevated storage capacity for the Reuse Water System. Phase IV -B's construction began in May of 2013, and has an anticipated completion date of August 2014. This water line is being financed by the City and will be built in conjunction with the developer's widening of College Park Drive in the Avery Center. The Avery Center construction has fallen behind schedule, and it is necessary to continue forward with the design, bidding and construction of Phase IV -A. Supplemental Contract No. 1 for $8,000 included the costs of the preparation of Project Documents and Construction Plans and Bidding Phase services that would have been accounted for in the budget for the College Park Drive project. It also added another 365 days to the contract and increased the original contract amount of $24,450 to $32,450. This Supplemental Contract No. 2 is for $4,850 and includes the costs for preparing exhibits and related documentation for 50 -foot wide Temporary Construction Easements along the eastern Right -of -Way of College Park Drive for the entire length of the project. This Supplemental Contract raises the total contract amount with Baker-Aicklen & Associates, Inc. to $37,300. Staff recommends approval. Sheets, City Attorney Rev.12/01 /08 84275 ADDENDUM TO EXHIBIT 13 Engineering Services Original contract: The work to be performed under the original contract consisted of the design of approximately 2,900 feet of a 16 -inch reclaimed water line from the existing line at the south end of College Park Drive and Avery/Nelson to the recently constructed 16 -inch reclaimed water line and 1.25 million gallon elevated storage tank on the north end of College Park Drive, just south of University Blvd. The work included referencing existingwater and wastewater lines and providing conceptual layout for future storm drainage conveyance. The original contract plans were to be combined into a set of plans (by others) for the widening of College Park Drive to four lanes between University Blvd. and Avery -Nelson Blvd. The combined set of plans was intended to be constructed by a private developer and not publicly bid. Supplemental Contract No. 1: The project scope was changed to be stand-alone and publicly bid. The additional work consisted of creating bidding documents and providing bid phase services. Supplemental Contract No. 2: The work to be performed by the ENGINEER under this supplemental work authorization, in general, will consist of: 1. Preparing exhibits and related documentation for 50 -foot wide Temporary Construction Easements along the eastern right-of-way line for the entire length of the project. 2. Making City Requested Revisions to the 100% plans and project manual. The 50 -foot temporary construction easements will require minor changes to the plans and quantities. The additional construction area will add temporary erosion control measures and increase the quantity of revegetation as more area will be disturbed by construction. The City also requested that a new bid item be added to require daily sweeping of the pavement to remove dirt, mud and construction debris tracked onto the roadway. The work includes updating the bidding and construction schedule to reflect the resulting time added to the overall project schedule. Note: The project was scheduled to be advertised on October 17, 2013. The additional work includes time to coordinate all changes.
