The ERR shall be available for public review and must contain all of the recommended formats. The ERR must contain all of the environmental review documents, public notices, written determination and any environmental review findings pertaining to the decision making and actions related to individual project. Acquisition, repair, improvement, reconstruction, or rehabilitation of public facilities and improvements (other than buildings) when the facilities and improvements are in place and will be retained in the same use without change in size or capacity of more than 20 percent (e.g., replacement of water or sewer lines, reconstruction of curbs and sidewalks, repaving of streets); ❑ 58.35(a) (2). Special projects directed to the removal of material and architectural barriers that restrict the mobility of and accessibility to elderly and handicapped persons; 58.35(a) (3). The much needed replacement of the existing facilities will bring this park up to current ADA standards and provide residents with a safe and fun environment in which to play and recreate. The existing park amenities are deteriorated due to factors such as age and material composition. Additionally these park improvements will bring the park up to current Round Rock standards for community parks. The project proposal called for the construction of a park pavilion within the flood plain. However, this structure will not impede the flow of water and will not increase the flood heights during the 100 -year flood. Step 2: Notify the public for early review of the proposal and involve the affected and interested public in the decision making process. There is a designated floodplain associated with this site at Veterans Park. An early floodplain notice was published in the Round Rock Leader on Saturday, August 24, 2013 regarding the construction of a park pavilion in the 100 -year floodplain of Brushy Creek and affording the opportunity for public input. No comments were received. Step 3: Identify and evaluate practicable alternatives. a. Proposed Alternative The proposed actions at Veterans Park include the renovation of the park restrooms to bring them up to ADA standards. This will also include updating plumbing fixtures, roof fascia, and restroom fixtures. The project will also replace the existing sidewalk and amenities along the path and playground (including picnic tables, benches, and trash receptacles). The plan also calls for the construction of a pavilion with a grilling area and additional picnic tables. Since the park is used heavily, the renovation planned at this park will bring the park up to current ADA standards and provide residents with a safe and fun environment in which to play and recreate. The construction of the pavilion and rehabilitation of the rest of the park features will not increase the amount of work to maintain the park significantly. Additionally, the construction of the pavilion will not negatively impact the flow of the 100 -year flood water or increase the environmental or public health and safety. b. No Action Alternative The park would not be renovated and the pavilion will not be built. The existing structures and amenities in the park would continue to deteriorate and be out of ADA compliance. Step 4: Identify Potential Direct and Indirect Impacts Associated with Floodplain Development. The parkland is already designated as open space. This project is compatible with long-term goals to keep floodplains as open space. The construction of the pavilion and renovation of the existing amenities will not impede the flow of water and will not negatively impact the floodplain. Step 5: Where practicable, design or modify the proposed action to minimize the potential adverse impacts to lives, property, and natural values within the floodplain and to restore, and preserve the values of the floodplain. a) Preserving Lives: In the event of flood conditions, the park will be closed. Since the park is only accessible by road or sidewalk, if water crosses onto the road, a barricade will be placed to alert potential users of the flood conditions. b) Preserving Property: There will be no enclosed structures built in the floodplain. The pavilion constructed will be an open air pavilion and will allow water to pass. The materials chosen to construct the pavilion will be chosen to limit any potential damage from a flood. c) Preserving Natural Values and Minimizing Impact: A minimal amount of fill will be used in the floodplain and the pavilion will be carefully situated and constructed so that there is little to no impact on the floodplain. During construction, measures will be taken to limit its impact on stream quality and stability. These practices include siltation fences, erosion mats, and vegetation to hold the soil. The site is already part of a maintenance rotation, so the grounds will be maintained to limit any negative environmental impacts from trash. By improving this park and extending its usable life, it is helping to ensure this land will remain zoned as open space. This will prohibit any future development on this site. Step 6: Reevaluate the alternatives Although the construction of the pavilion is in a floodplain, it will not create a significant impact on the 100 -year storm. Its construction, in addition to the rehabilitation of the existing structures, will ensure that the land remains zoned as open space in the future. Additionally, the existing park is heavily used and the rehabilitation is necessary to ensure a safe place for families to visit. The area is already maintained and the project will not exceed the ability to keep the area safe and clean. Alternatively, if the park is left as is, the conditions would continue to worsen and become an even less safe place for visitors. Step 7: Determination of No Practicable Alternative It is our determination that the rehabilitation of the existing features in Veterans Park and the construction of the pavilion is the best practicable alternative for the site. A final notice was published in the Round Rock Leader on Saturday, September 14, 2013 detailing the reasons why the project will not impact the floodplain, a list of alternates considered, and all mitigation measures taken to minimize adverse impacts and preserve natural and beneficial floodplain values. PROSPERITY. City of Round Rock, TX City Park Project 8 -Step Process Step 1: Determine whether the action is located in a 100 -year floodplain (or a 500 -year floodplain for critical action). FEMA Flood Insurance Rate Map, Community Panel # 48491CD495E, effective September 26, 2008, depicts the site as being inside the 100 -year floodplain zone (Zone AE), with portions of the site being inside the 500 -year floodplain (Zone X). FEMA defines Zone AE Floodway as the channel of a stream plus any adjacent floodplain areas that must be kept free of encroachment so that the % annual chance of flood can be carried without substantial increase in flood heights. Zone X flood areas are determined to be areas of 0.2% annual chance of flood, areas of 1% annual chance of flood with average depths of 1 foot or with drainage areas less than 1 square mile, and areas protected by levees from 1% annual chance flood. The project proposal called for the construction of a park pavilion within the flood plain. However, this structure will not impede the flow of water and will not increase the flood heights during the 100 -year flood. Step 2: Notify the public for early review of the proposal and involve the affected and interested public in the decision making process. There is a designated floodplain associated with this site at Veterans Park. An early floodplain notice was published in the Round Rock Leader on Saturday, August 24, 2013 regarding the construction of a park pavilion in the 100 -year floodplain of Brushy Creek and affording the opportunity for public input. No comments were received. Step 3: Identify and evaluate practicable alternatives. a. Proposed Alternative The proposed actions at Veterans Park include the renovation of the park restrooms to bring them up to ADA standards. This will also include updating plumbing fixtures, roof fascia, and restroom fixtures. The project will also replace the existing sidewalk and amenities along the path and playground (including picnic tables, benches, and trash receptacles). The plan also calls for the construction of a pavilion with a grilling area and additional picnic tables. Since the park is used heavily, the renovation planned at this park will bring the park up to current ADA standards and provide residents with a safe and fun environment in which to play and recreate. The construction of the pavilion and rehabilitation of the rest of the park features will not increase the amount of work to maintain the park significantly. Additionally, the construction of the pavilion will not negatively impact the flow of the 100 -year flood water or increase the environmental or public health and safety. b. No Action Alternative The park would not be renovated and the pavilion will not be built. The existing structures and amenities in the park would continue to deteriorate and be out of ADA compliance. Step 4: Identify Potential Direct and Indirect Impacts Associated with Floodplain Development. The parkland is already designated as open space. This project is compatible with long-term goals to keep floodplains as open space. The construction of the pavilion and renovation of the existing amenities will not impede the flow of water and will not negatively impact the floodplain. Step 5: Where practicable, design or modify the proposed action to minimize the potential adverse impacts to lives, property, and natural values within the floodplain and to restore, and preserve the values of the floodplain. a) Preserving Lives: In the event of flood conditions, the park will be closed. Since the park is only accessible by road or sidewalk, if water crosses onto the road, a barricade will be placed to alert potential users of the flood conditions. b) Preserving Property: There will be no enclosed structures built in the floodplain. The pavilion constructed will be an open air pavilion and will allow water to pass. The materials chosen to construct the pavilion will be chosen to limit any potential damage from a flood. c) Preserving Natural Values and Minimizing Impact: A minimal amount of fill will be used in the floodplain and the pavilion will be carefully situated and constructed so that there is little to no impact on the floodplain. During construction, measures will be taken to limit its impact on stream quality and stability. These practices include siltation fences, erosion mats, and vegetation to hold the soil. The site is already part of a maintenance rotation, so the grounds will be maintained to limit any negative environmental impacts from trash. By improving this park and extending its usable life, it is helping to ensure this land will remain zoned as open space. This will prohibit any future development on this site. Step 6: Reevaluate the alternatives Although the construction of the pavilion is in a floodplain, it will not create a significant impact on the 100 -year storm. Its construction, in addition to the rehabilitation of the existing structures, will ensure that the land remains zoned as open space in the future. Additionally, the existing park is heavily used and the rehabilitation is necessary to ensure a safe place for families to visit. The area is already maintained and the project will not exceed the ability to keep the area safe and clean. Alternatively, if the park is left as is, the conditions would continue to worsen and become an even less safe place for visitors. Step 7: Determination of No Practicable Alternative It is our determination that the rehabilitation of the existing features in Veterans Park and the construction of the pavilion is the best practicable alternative for the site. A final notice was published in the Round Rock Leader on Saturday, September 14, 2013 detailing the reasons why the project will not impact the floodplain, a list of alternates considered, and all mitigation measures taken to minimize adverse impacts and preserve natural and beneficial floodplain values. No concerns were expressed by the public concerning this notice. Step 8: Implement the Proposed Action The City of Round Rock Parks and Recreation Department will assure that this plan, as described above, is executed and necessary language will be included in all agreements with participating parties. PARD will also take an active role in monitoring the construction process to ensure no unnecessary impacts nor unnecessary risks are taken.
