AN ORDINANCE AMENDING SECTION 9.502, CODE OF ORDINANCES, 1990
EDITION, CITY OF ROUND ROCK, TEXAS; MAKING CERTAIN ADDITIONS
TO SAID SECTION; THEREBY DECLARING THE MAXIMUM PRIMA FACIE
SPEED LIMITS UPON THE ALLEY WHICH LIES BETWEEN ZEPHYR LANE
AND STRATFORD DRIVE WITHIN THE CORPORATE LIMITS OF THE CITY
OF ROUND ROCK, TEXAS, BASED UPON AN ENGINEERING
INVESTIGATION AND PURSUANT TO PROVISIONS OF THE "UNIFORM ACT
REGULATING TRAFFIC ON HIGHWAYS' (VERNON'S ANN. CIV. STAT. ART.
6701D); AND PROVIDING A SAVINGS CLAUSE AND REPEALING
CONFLICTING ORDINANCES AND RESOLUTIONS.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS:
I.
Based upon an engineering investigation and pursuant to provisions of the
"Uniform Act Regulating Traffic on Highways" (Vernon's Annotated Civil Statutes,
article 6701d), the City Council hereby determines and declares that the limits
specified in this section shall be lawful, but any speed in excess of the limits
specified in this section shall be prima facie evidence that the speed is not
reasonable or prudent and that it is unlawful.
II.
That Section 9.502, Code of Ordinances, 1990 Edition, City of Round Rock,
Texas, is hereby amended by adding the following:
(11) The maximum prima facie speed limit shall be ten (10) miles per hour
along the following alleys:

The Public Alley between Zephyr Lane Stratford Drive
Greenlawn Boulevard and
Southwestern Trail (Southbound)
III.
A. All ordinances, parts of ordinances, or resolutions in conflict herewith are
expressly repealed.
B. The invalidity of any section or provision of this ordinance shall not invalidate
other sections or provisions thereof.
Alternative 1.
By motion duly made, seconded and passed with an affirmative vote of all the
Council members present, the requirements for reading this ordinance on two
separate days was dispensed with.

Greenlawn Blvd Alley from Stratford Drive to Zephyr Lane.
Length:
1070 Feet.
Roadway and ROW:
14' width asphalt pavement with 2' width ribbon curbs each side located in a 20'
width ROW.
Alignment and Grade:
Use:
Tangent alignment with descending grade of approximately 2.5% from Stratford
Drive to Zephyr Lane.
Presently provides vehicular and utility access to 21 single family residences
abutting the west side of the alley. Lots abutting the east side of the alley are
vacant.

Review and Recommendation:
Greenlawn Blvd. Alley is intended solely to provide access to the abutting
properties and not function as a through traffic carrier. In determining the speed
limit for a roadway of this type the accepted method of conducting speed checks
and determining the 85th percentile speed is not practical. Considering the utility
poles lining the alley , the fences which provide blind corners at the driveways
and the driveways themselves a rgble and prudent speed for this alley is 10
miles per hour.

This paved alley is straight and long. As such, it invites speeding and the need to
establish and enforce a speed limit. This recommendation comes as a result of a
series of complaints from property owners abutting the alley. A copy of the Traffic
Engineering study is attached for your information.'
