C� J,3 5 AN ORDINANCE AMENDING CHAPTER 6.12 OF THE POLICE POLICY AND PROCEDURES MANUAL OF THE POLICE DEPARTMENT OF THE CITY OF ROUND ROCK, TEXAS CONCERNING HIGH RISK SITUATIONS; PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: I. That Chapter 6.12 of the Police Policy and Procedures Manual of the Police Department of the City of Round Rock, Texas is hereby amended to read as follows: 6.12 HIGH RISK SITUATIONS High risk situations are special threat incidents which are beyond the resources of a standard patrol unit. High risk situations include, but are not limited to: - barricaded suspects, - hostage rescue, - high risk apprehension/warrant service, - crowd control, - limited dignitary protection. It is the desire of the administration that the special mission team (S.M.T.), a team of specially trained and equipped personnel, be used in all high risk situations. 6.12.001 S.M.T. RESPONSE When officers on the scene of an incident believe that a special threat situation has developed, they notify the on duty supervisor and radio dispatch immediately. The on duty supervisor notifies the S.M.T. Commander who decides if the Special Missions Team responds. If the S.M.T. Commander is not available, the on duty supervisor notifies the Assistant S.M.T. Commander who decides if the Special Mission Team responds. Officers at the scene of a special threat situation (while waiting for S.M.T. response): OR05091B confine the suspect(s) by establishing a perimeter, maintain firearm discipline, attempt immediate voice contact to determine the facts of the situation, determine the necessity of evacuating the area, relay all available information to the radio dispatcher as soon as possible, detain all witnesses for debriefing, report to the command post for debriefing as soon as relieved. S.M.T. personnel relieve officers on the scene where necessary to establish the inner perimeter and evacuate the area. S.M.T. personnel are the only personnel authorized to discharge any firearms after the inner perimeter is established unless firearm discharge is authorized by the S.M.T. Commander or the Assistant S.M.T. Commander. 6.12.002 SCENE SUPERVISION The successful resolution of any high risk situation hinges on a team approach, good communications, and the coordination of tactical maneuvers under one commander. The S.M.T. Commander or Assistant S.M.T. Commander assumes command over all operations at the scene until the high risk situation has been resolved. The S.M.T. Commander or Assistant S.M.T. Commander calls on any other Department resource needed to enhance the operation and bring it to a successful conclusion. 6.12.003 AUTHORIZATION OF USE OF DEADLY FORCE The use of deadly force to resolve an unprovoked high risk situation is authorized only by the Chief of Police or in his absence the S.M.T. Commander. This does not prevent the use of deadly force as outlined in 7.02 and Texas State Law. II. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. 2. B. The invalidity of any section or provision of•this'ordinance shall not invalidate other sections or provisions thereof. Alternative 1. Consider an ordinance amending the Police Policy and Procedures Manual concerning standard operating procedures for a Special Missions team. (First Reading) STAFF RESOURCE PERSON: Wes Wolff STAFF RECOMMENDATION: Approval The Special Missioa Team is a group of officers who are specifically trained to address high risk situations, which are extra hazardous to Police Officers. This team is made up of a group of h-ghly motivated people who have earned ceritification in special skills which enable them to effectively and safely take contro- of those high risk situatio:.s, which have previously been handled by patrol officers or investigators who are not specifically trained or equipped to handle those situations. This team was formed to provide those patrol officers and investigators with an option to use during those situations which will liu:it their exposure to many high risk situations. Examples of the teams functions include forced entry search/arrest warrants, high risn felony arrest warrant service, barricaded suspect situations and hostage situations. The Special Mission Team currently has seven (7) certified members and three (3) negotiators with plans to add six (6) to eight (8) more certified members in the future.
