AN ORDINANCE AMENDING CHAPTER 1, CODE OF ORDINANCES, 1990
EDITION, CITY OF ROUND ROCK BY ADDING A NEW SECTION 1.2600
CREATING A PARKS AND RECREATION ADVISORY BOARD AND PROVIDING
FOR TERMS OF APPOINTMENT, DUTIES, AND LIMITATIONS OF POWER
AND PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING
ORDINANCES.
WHEREAS, the Round Rock City Council wishes to establish a Parks
and Recreation Advisory Board, and
WHEREAS, the purpose of the Board is to represent the community
and make recommendations to the City Council and Parks and Recreation
Director on matters pertaining to parks and recreation issues with the
understanding that City ordinances, policies and procedures shall
govern the maintenance and operation of the park system and recreation
programs.
NOW THEREFORE, BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND
ROCK, TEXAS, THAT
I.
Chapter 1, Code of Ordinances, 1990 Edition, City of Round Rock,
Texas is hereby amended by adding a new Section 1.2600 which shall
read as follows:
SECTION 1.2600 PARKS AND RECREATION ADVISORY BOARD
1.2601 BOARD CREATED
The City Council shall appoint a Board to be known as the
Parks and Recreation Advisory Board. The board shall consist
of seven (7) members, who reside within the city limits of
Round Rock.
1.2602 TERMS OF APPOINTMENT
The Board members shall hold office for two years or until
their successors are appointed; however, of the first seven
(7 ) appointments, four ( 4 ) shall be appointed for only one (1)
year. Thereafter, three (3) members shall be appointed during
odd -numbered years and four (4) members appointed during even -
numbered years. Vacancies shall be filled by the City Council
for the remainder of an unexpired term.
1.2603 ATTENDANCE REQUIREMENTS
Any board member who misses three (3) consecutive meetings
shall forfeit the appointment and his/her replacement will be
appointed by the City Council to fill the unexpired term.

1.2604 CHAIRMAN; VICE-CHAIRMAN
The Board shall select from its members a chairman and vice-
chairman annually at its first meeting following City Council
appointments.
1.2605 RULES OR ORDER
The Board shall follow Roberts Rules of Order for conducting
meetings; and, a quorum of four (4) members must be present in
order to conduct the business of the Board.
1.2606 COMMITTEES
Committees may be appointed by the chairman as needed.
1.2607 MEETINGS
The Board shall hold one (1) regularly scheduled meeting each
month. Special meetings may be held upon request of the
chairman, Mayor, City Manager, Parks and Recreation Director,
or upon request of two or more Board members. All meetings
must conform to the Texas Open Meetings Act.
1.2608 DUTIES
The Board may assist the Parks and Recreation Director as
follows:
(1) Review and update the Park Development Guide.
(2) Make Capitol Improvement Program recommendations regarding
park and recreation facilities and equipment needs.
(3) Review subdivision plats and make recommendations in
accordance with Section 8.615 of this Code.
(4) Make recommendations on other issues relating to parks and
recreation.
1.2609 LIMITATIONS
(1) The Board shall be advisory in nature and have no
authority to obligate the City of Round Rock in any
financial way nor shall the Board have the authority to
make expenditures of city funds.
(2) The Board shall not request any work done on its own
authority nor promise the citizens that work will be done.

1992. This ordinance shall be automatically repealed on June 30,
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions thereof.
Alternative 1.
By motion duly made, seconded and passed with an affirmative
vote of all the Council members present, the requirement for reading
this ordinance on two separate days was dispensed with.
