AN ORDINANCE AMENDING CHAPTER 1, CODE OF ORDINANCES, 1990
EDITION, CITY OF ROUND ROCK, TEXAS, BY ADDING A NEW
SECTION 1.2500, TEMPORARY APPOINTMENTS TO CITY BOARDS AND
COMMISSIONS; AND PROVIDING A SAVINGS CLAUSE AND REPEALING
CONFLICTING ORDINANCES AND RESOLUTIONS.
WHEREAS, absences occur on City Boards and Commissions from
time to time resulting from temporary circumstances which include
the calling of military reserve units to active duty, temporary
disability due to serious accident or illness, and similar
circumstances; and
WHEREAS, the City Council has determined that there are
occasions where it is in the public interest to retain a regular
member of a board or commission while appointing a temporary
replacement for the duration of the regular member's absence, Now
Therefore
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK,
TEXAS:
I.
That Chapter 1, Code of Ordinances, 1990 Edition, City of
Round Rock, Texas is hereby amended by adding a new Section 1.2500
which shall read as follows:
SECTION 1.2500 TEMPORARY APPOINTMENTS TO CITY BOARDS AND
COMMISSIONERS
1.2501 COUNCIL MAY APPOINT TEMPORARY_ REPLACEMENT
Upon written request of a member of any City Board or
Commission, the City Council may appoint a temporary
replacement for such member when unusual circumstances
prevent such member from attending Board or Commission
meetings for an extended but temporary period of time.

1.2502 GROUNDS FOR REQUEST FOR TEMPORARY REPLACEMENT
A member of a Board or Commission who requests a temporary
replacement shall do so in writing and shall state the
grounds for such request. Grounds for which a temporary
replacement may be appointed include, but are not limited
to, being called to active military duty, temporary
disability due to accident or illness and temporary work-
related transfers. The written request shall state the
approximate time period for which a temporary replacement
is requested.
1.2503 PUBLIC INTEREST
The City Council may grant the request for a temporary
replacement if it determines that to do so would be in the
best interest of the City and the public.
1.2504 QUALIFICATIONS
The temporary replacement shall meet all of the
qualifications of membership of the Board or Commission to
which he is appointed.
1.2505 TERM
The term of the temporary replacement shall be until the
term of the regular member expires or until the regular
member notifies the City Council that he is ready and able
to resume his duties of membership. At such time, the
Council shall officially acknowledge that the regular
appointee has resumed his position and shall so notify the
Chairman of such Board or Commission.
II.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this
ordinance shall not invalidate other sections or provisions
thereof.

vote of all the Council members present, the requirement for

assure
the
efficient functioning of
all
such
Boards
and
Commissions.
This provision would allow temporary appointments to fill positions that
are temporarily vacated by the permanent appointee due to illness, call to
active military duty, etc., where the permanent appointee is expected to
return and wishes to do so.
