AN ORDINANCE AMENDING SECTION 3.01.004 OF THE POLICE POLICY
AND PROCEDURES MANUAL OF THE POLICE DEPARTMENT OF THE CITY
OF ROUND ROCK, TEXAS CONCERNING WRITTEN TEST, AND AMENDING
CHAPTER 6.07 OF THE POLICE POLICY AND PROCEDURES MANUAL OF
THE POLICE DEPARTMENT OF THE CITY OF ROUND ROCK, TEXAS
CONCERNING FAMILY VIOLENCE; PROVIDING FOR A SAVINGS CLAUSE
AND REPEALING CONFLICTING ORDINANCES.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS:
I.
That Section 3.01.004 of the Police Policy and Procedures Manual
of the Police Department of the City of Round Rock, Texas is hereby
amended to read as follows:
3.01.004 WRITTEN TEST
Following orientation, applicants are given a written
test designed to measure job-related skills.
Successful applicants continue processing and those
failing the test are informed that they may reapply in
six (6) months.
II.
That Chapter 6.07 of the Police Policy and Procedures Manual of
the Police Department of the City of Round Rock, Texas is hereby
amended to read as follows:
6.07 FAMILY VIOLENCE
Family violence is a serious danger and threat to
society and its members. Victims of family violence
are entitled to the maximum protection from harm or
abuse or the threat of harm or abuse that is permitted
by law.
The administration of the Round Rock Police Department
supports any law enforcement response to family
violence where the responding officers protect the
victim without regard to the relationship between the
alleged offender and the victim. Any peace officer

that investigates a family violence allegation or
responds to a disturbance call that may involve family
violence protects any potential victim of family
violence, enforces the law, and makes lawful arrests of
any violator.
6.07.001 PREPARATION
6.07.002
Officers assigned to domestic disturbance calls use
information provided by the dispatcher to determine
their response. Travel to the call is governed by
Department policy and procedure. Special preparations
such as coordination with back-up units and any other
safety precautions, are made if information indicates
the possibility of violence. Officers rely on their
knowledge and experience coupled with available
information to plan their approach to the call.
Round Rock Police officers write reports detailing
family violence that are specially noted as "Family
Violencell reports. Family Violence reports are easily
retrieved by the communication and records sections.
All Family Violence reports conform with all
corresponding sections of the Code of Criminal
Procedure. Communications officers and personnel
provide information regarding prior family violence
reports and/or special relationships to officers
responding to disturbance calls that involve family
violence.
6.07.003 REFERRALS
Officers provide victims of family violence with
referral information in the manner prescribed by law.
A form entitled "Notice to Adult Victims of Family
Violence" is provided to victims in all responses to
disturbances that might involve family violence or in
any investigation of family violence.
6.07.004 PROTECTIVE ORDERS
Officers accept a certified copy of an original or
modified protective order as proof of the validity of
the order. The Communications Section maintains a file
of protective orders issued to persons residing in the
City of Round Rock and provides this information to
responding officers.

6.07.005 ARRESTS
Where probable cause exists to show that any person has
committed an act of family violence an ARREST IS MADE.
Where probable cause exists to show that any person has
violated a protective order an ARREST IS MADE.
Diligent effort is made to locate and arrest any family
violence offender that has left the scene of an act of
family violence. Where probable cause exists and an
arrest has not been made because of the absence of the
offender, the responding officer completes a complaint
and obtains a warrant prior to the end of his/her shift
OR completes a complaint and forwards the complaint to
a CID Investigator the next morning so that a complaint
can be obtained on behalf of the responding officer.
In the absence of an Investigator, i.e. weekends or
holidays, the complaint is forwarded to the oncoming
shift supervisor who obtains the warrant on behalf of
the responding officer.
Round Rock Peace Officers remain at the scene of a
family violence investigation as long as is reasonably
necessary to verify the allegation of family violence
and to prevent further commission of acts of family
violence. Officers seize any weapons used in the
commission of an act of family violence as evidence.
Weapons are also seized to prevent family violence. In
those cases, the owner is issued a receipt for the
weapon that includes the name and badge number of the
seizing officer and a complete description of the
weapon. The owner is advised to contact the Police
Department after twenty-four (24) hours regarding the
return of the weapon.
6.07.006 RELOCATION ASSISTANCE
Round Rock Police Department officers stand by under
the following conditions to preserve the peace while
items essential to the relocation of a family violence
victim and/or dependant are recovered from a residence
or business:
when an immediate victim of family violence makes
a request,
when a person with a certified copy of a
protective order makes a request,
when a victim of a prior family violence
investigation makes a request,

AND a supervisor has met with the requestor and has
approved the action and the action is peaceful and
uncontested.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this ordinance
shall not invalidate other sections or provisions thereof.
Alternative 1.
By motion duly made, seconded and passed with an affirmative vote
of all the Council members present, the requirement for reading this
ordinance on two separate days was dispensed with.

3.01.002 REPORTING FOR PROCESSING ORIENTATION
Persons reporting late for processing may not be accepted but
are informed that they may reapply.
An orientation is given to applicants informing them of the job
duties and requirements typical of the position they are
applying for. `
3.01.003 APPLICABILITY OF PROCEDURES
The following screening procedures do not apply for selecting
applicants for all positions. Applicable procedures for each
position are identified in the job description for that
position under a list of qualifications. The city Personnel__
Office maintains current job descriptions for all positions.
3.01.004 WRITTEN TEST

Reserved for future use.
'3.01.006 WAIVERS
After applicants have passed the written tests, they sign
waivers authorizing former employers, references, physicians,
etc., to release information concerning themselves.
3.01.007 ORAL REVIEW BOARD
Oral review boards consist of persons appointed by the
Assistant Chief of Police and are made up of members from at
least two different divisions from within the Department.
