O-90-2511 - 10/23/1990ORDINANCE NO. 5 11 AN ORDINANCE AMENDING CHAPTER 1, SECTIONS 1.1103, 1.1703, 1.1704, 1.1705, AND 1.1902(2)(b), CODE OF ORDINANCES, 1990 EDITION, CITY OF ROUND ROCK, TEXAS, BY INCREASING CERTAIN FEES FOR RETURNED CHECK CHARGES, USE OF CITY PARKS, AND FOR LIBRARY USER FEES; PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: I. That Chapter 1, Section 1.1103, Code of Ordinances, 1990 Edition, City of Round Rock, Texas is hereby amended to read as follows: 1.1103 RETURNED CHECK CHARGES Where payment for any fine, fee, permit, license, service, or other item is required by this Code or other ordinance or resolution of the city and such payment is made by check, a fifteen dollar ($15.00) fee shall be charged if the check is returned for any reason by the issuer's bank. II. That Chapter 1, Section 1.1703, Code of Ordinances, 1990 Edition, City of Round Rock, Texas is hereby amended to read as follows: 1.1703 C-OR10110E FACILITY/EQUIPMENT RENTAL (1) Resident individuals, clubs, organizations, groups, or firms may rent parks and recreation facilities for special functions, when available, for a fee as follows: Park/Park Area. . . . $ 25.00 per function Recreation Center (Kinningham) $100.00 per function (RABB) . . . . . $120.00 per function Municipal Pool 50 people or less . 51 - 75 people. . . 76 - 100 people . . 101 or more people. $ 75.00 per function . $ 85.00 per function . $110.00 per function $140.00 per function Recreation Kit. . . . $ 10.00 per function Sports Field Resident . . . . . . . $ 50.00 per field per day Non -Resident . . . . . $ 75.00 per field per day Concession Stand. . . $ 20.00 per day (2) Non -city residents shall be charged an additional ten dollar ($10.00) fee, unless otherwise stated. That Chapter 1, Section 1.1704, Code of Ordinances, 1990 Edition, City of Round Rock, Texas is hereby amended to read as follows: 1.1704 ROUND ROCK COMMUNITY CENTER RENTAL (1) Service clubs and civic organizations may rent the Round Rock Community Center, when available, for a fee as follows: Meetings. . . . . . . $ 5.00 per function Socials . . . . . . . $ 50.00 per function (2) Nonprofit organizations, groups or firms may rent the Round Rock Community Center, when available, for a fee as follows: Meetings. . . . . . . $ 25.00 per function Socials . . . . . . . $ 75.00 per function (3) Private individuals or groups may rent the Round Rock Community Center, when available, for a fee as follows: Meetings. . . . . . . $ 50.00 per function Socials . . . . . . . $100.00 per function (4) An individual, group or organization may rent the Round Rock Community Center for money making or fund raising purposes, when available, at the rate of $125.00 per day. (5) As used herein, the term "meeting" means a function whereby the primary purpose is to conduct the business affairs of the organization. As used herein, the term "social" means a function whereby the primary purpose is for entertainment. (6) All individuals or groups renting the Round Rock Community Center shall deposit $100.00 in advance which will be refunded if the user does not damage the facility and leaves it in a clean, litter -free condition. 2. IV. That Chapter 1, Section 1.1705, Code of Ordinances, 1990 Edition, City of Round Rock, Texas is hereby amended to read as follows: 1.1705 SPORTS FACILITY FEE Individuals, clubs, organizations, groups or firms, other than youth sports associations, shall be charged five dollars ($5.00) per hour that sports facilities are used for organized activities. V. That Chapter 1, Section 1.1902 (2)(b), Code of Ordinances, 1990 Edition, City of Round Rock, Texas is hereby amended to read as follows: (b) All other non-residents shall be charged an annual non- refundable fee of fifteen dollars ($15.00) per person or twenty-five dollars ($25.00) per family for the issuance of a library card. VI. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. B. The invalidity of any section or provision of this ordinance shall not invalidate other sections or provisions thereof. SUBJECT: INCREASE SINGLE CARD NON-RESIDENT FEE FROM $10.00 TO $15.00 STAFF DALE RICKLEFS RESOURCE STAFF SHOULD BE FAVORABLY CONSIDERED RECOMMENDATION The single member non-resident fee should be increased from $10.00 to $15.00 for the following three reasons: 1. Setting the fee at $15.00 will line us up with the single member fee charged by Georgetown Public Library, with whom the City will enter into a reciprocal borrowing agreement around January 1, 1991. The fees between the two institutions should be the same as non-residents will select the site they will use most often. 2. The fee has not been increased in the last 7 years, though costs of administering the library have. 3. The current fee does not take into account the retirement of bonds associated with the library. It is estimated that an additional $4000 will be raised through the increase of the fee.
