AN ORDINANCE AMENDING CHAPTER 5 OF THE POLICE POLICY AND
PROCEDURES MANUAL OF THE POLICE DEPARTMENT OF THE CITY OF
ROUND ROCK, TEXAS, TO INCLUDE PROVISIONS REGARDING EMERGENCY
NOTIFICATIONS OF DEATH; PROVIDING FOR A SAVINGS CLAUSE AND
REPEALING CONFLICTING ORDINANCES.
BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS:
I.
That Chapter 5 of the Police Policy and Procedures Manual of the
Police Department of the City of Round Rock, Texas is hereby amended
to include the following Sections:
5.14 DEATH NOTIFICATION
Occasionally, Round Rock Police Officers are requested
to notify a family or friend of the death of a family
member or close friend. It is the desire of the
administration that all such notifications be made with
sensitivity to the situation and care for the feelings
and deep emotions present in such situations.

PROCEDURES
5.14.001 NOTIFICATIONS INSIDE CITY LIMITS
Whenever a notification of a death is to be made to a
citizen of the City of Round Rock and the Round Rock
Police Department is asked to make the notification, a
Round Rock Police Officer makes the notification in
person. The officer making the notification tells the
person to be notified of the death in the most
sensitive and courteous manner he/she can while
maintaining a professional presence. Upon notification
of a death, the officer stays with the person notified
as long as necessary to assure that the person notified
is in a competent frame of mind or until a friend,
relative, or other care giver (pastor, counselor, etc.)
can arrive at the residence of the person notified.
When necessary, the officer assists in locating a
friend, relative, or other care giver to aid the person
notified during the initial period of mourning.

5.14.002 NOTIFICATIONS OUTSIDE THE CITY LIMITS
Requests for death notifications can be received by the
Round Rock Police Department for persons living outside
the city limits due to a postal mailing address. When
such requests are received and the person to be
notified lives outside the city limits, the request is
forwarded to the agency having jurisdiction and the
agency making the initial request for notification is
advised of the action.
II.
A. All ordinances, parts of ordinances, or resolutions in
conflict herewith are expressly repealed.
B. The invalidity of any section or provision of this ordinance
shall not invalidate other sections or provisions thereof.
Alternative 1.
By motion duly made, seconded and passed with an affirmative vote
of all the Council members present, the requirement for reading this
ordinance on two separate days was dispensed with.
