O-90-2507 - 10/11/1990ORDINANCE NO. �5 D 7 AN ORDINANCE AMENDING CHAPTER 10, SECTION 10.2 01 (5) (a) (i) and (ii) AND SECTION 10.202 (1)(a)(i) AND (ii) CODE OF ORDINANCES, 1990 EDITION, CITY OF ROUND ROCK, TEXAS, PROVIDING FOR AN INCREASE OF WATER AND SEWER RATES AND MONTHLY SERVICE CHARGES, EFFECTIVE OCTOBER 31, 1990, AND OCTOBER 1, 1991; PROVIDING FOR AN EFFECTIVE DATES; PROVIDING FOR A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES. BE IT ORDAINED BY THE CITY COUNCIL OF ROUND ROCK, TEXAS, I. That effective October 31, 1990, Chapter 10, Section 10.201(5) (a) (i) and (ii) , Code of Ordinances, 1990 Edition, City of Round Rock, Texas, is hereby amended to read as follows: (5) Water Rates for Retail Customers (a) Inside City Limits Except as provided in paragraph (c) below, the following schedule of monthly rates or charges for retail commercial and residential services furnished by the city's water system shall be and such is hereby adopted and established as follows: (i) Rate $1.70 per 1,000 gallons of water used by all customers. (ii) Monthly Charge Except as provided below, in addition to the foregoing rates, each user shall also pay a monthly water service charge pursuant to the following schedule regardless of the amount of water used. (i ) Rate $1.69 per 1,000 gallons of water used for all users. (ii) Monthly Charge Except as provided below, in addition to the foregoing rates, each user shall also pay a monthly sewer service charge pursuant to the following schedule regardless of the amount of water used. Consider an ordinance adopting water and wastewater utility rates. (Second Reading) STAFF RESOURCE PERSON: Bob Bennett/David Kautz STAFF RECOMMENDATION: Staff has met with all Councilmembers on an individual basis and at special called work sessions. In light of those meetings we offer the following re- commendation on utility rates. Increase the average residential utility bill (water & wastewater) by 4.6% this year and 4.9% the following year. Under this plan, only the volume charge is to be afffected. The monthly minimum remains as is. ANALYSIS: The City has $4.2M in unrestricted cash and can continue to sub- sidize the Utility System by using a portion of the $4.2M principal over the next 2 years. It must be kept in mind that as the $4.2M principal is spent down we will earn less interest from the principal. We are currently using the interest from this principal to enhance utility revenues. In the mid 1990's the Utility System must add capital facilities that will cost in excess of 8 million dollars. The less we spend of our unrestricted cash now the more we will have to spend on capital facilities. By avoiding indebtedness and as much additional bonds as we can the cheaper our future water rates will be. The bond rating houses are keenly aware of our utility rate situation and are asking that we show them our utility "game plan" after it is developed by the City. Please see the attached detail concerning the proposed utility rate plan.
