O-90-2503 - 9/27/1990ORDINANCE NO. 0�5�-'_ AN ORDINANCE AMENDING SECTION 9.502, CODE OF ORDINANCES, 1990 EDITION, CITY OF ROUND ROCK, TEXAS; MAKING CERTAIN ADDITIONS AND/OR DELETIONS TO SAID SECTION; THEREBY DECLARING THE MAXIMUM PRIMA FACIE SPEED LIMITS UPON MCNEIL ROAD WITHIN THE CORPORATE LIMITS OF THE CITY OF ROUND ROCK, TEXAS, PURSUANT TO AND IN ACCORDANCE WITH THE PROVISIONS OF THE "UNIFORM ACT REGULATING TRAFFIC ON HIGHWAYS' (VERNON'S ANN. CIV. STAT. ART. 6701D); AND PROVIDING A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES AND RESOLUTIONS. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: I. Based upon an engineering and traffic investigation and pursuant to and in accordance with, the provisions of the "Uniform Act Regulating Traffic on Highways" (Vernon's Annotated Civil Statutes, article 6701d), the City Council hereby determines and declares that except when a special hazard exists that requires lower speeds in order to avoid colliding with any person, vehicle or other conveyance on or entering a street or highway, the limits, specified in this section shall be lawful, but any speed in excess of the limits specified to this section shall be prima facie evidence that the speed is not reasonable or prudent and that it is unlawful. II. That Section 9.502(5), Code of Ordinances, 1990 Edition, City of Round Rock, Texas, (The maximum prima facie speed limit shall be thirty five (35) miles per hour along the following streets:) is hereby amended by deleting the following: ON FROM TO McNeil Road County Road 172 City Limits East and Westbound OR0913OF ON FROM TO McNeil Road South Mays Street The west abutment East and Westbound of the bridge crossing Lake Creek III. That Section 9.502(7), Code of Ordinances, 1990 Edition, City of Round Rock, Texas, (The maximum prima facie speed limit shall be forty-five (45) miles per hour along the following streets:) is hereby amended by adding the following: ON FROM TO McNeil Road A point four hundred City Limits East and Westbound (400) feet west of Oakridge Drive 2. VI. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. B. The invalidity of any section or provision of this ordinance shall not invalidate other sections or provisions thereof. Alternative 1. By motion duly made, seconded and passed with an affirmative vote of all the Council members present, the requirement for reading this ordinance on two separate days was dispensed with. Wille, P.E., R.P.L.S., Assistant Director of Public Works DATE: September 6, 1990 SUBJECT: Speed Zone Investigation LOCATION: McNeil Rd. from South Blair Street to the City Limits Date(s) of Previous Investigation: A Traffic Engineering Investigation has been conducted to determine the maximum speed limit on McNeil Road from just west of South Blair Street to the city limits (west). Eastbound (I-35 to South Blair St.) — vacant (railroad). Westbound (city limits to I-35) — Commercial/Industrial multi -family for .4 miles west of I-35. These uses are served by 8 driveways. The remainder is back on single family development and a church. There are total of 7 driveways serving these uses. Westbound (I-35 to South Blair St.) — Vacant land except for Public Works building, served by one driveway onto McNeil Road. 3 - Road Surface Characteristics. Shoulder Conditions Four lane paved with curb and gutter east of Oakridge and two lane paved rural section west of Oakridge. 4 - Grade and Alignment Straight and level. 5 - Sight Distance Excellent. 6 - Safe Sneed for Curves or Hazardous Locations n Within the Zone * The transition of the four lane facility into a two lane rural section facility west of Oakridge creates a hazard. * The intersection of County Road 172 and McNeil Road is heavily used and creates a hazard. * The transaction of McNeil Road into a local city street (Blair Street) includes a grouping of curves and intersections which require special attention. 7 - Parking Practices and Pedestrian Actiyiu Sidewalk on north side of road. No parking observed on street. 8 - Accident History Report Accident Experience for 12 -Month Period Ending 12/30/89: There were 14 reported accidents on this section of McNeil Road during the 12 month period ending December 30, 1989. There was no significant concentration of accidents to a specific location on the roadway. General Comments This is an arterial roadway with limited side friction; however, there are numerous turning movements and no left turn lanes. In addition, there are numerous turning movements onto McNeil from adjacent subdivisions. The 85 percentile speed for eastbound traffic on the four lane section of this roadway ranges from 32 MPH to 44 MPH and averages 40 MPH. The 85 percentile speed for eastbound traffic on the two lane section of this roadway ranges from 46 to 48 MPH and averages 47 MPH. The 85 percentile speed for westbound traffic on the four lane section of this roadway ranges from 38 to 46 MPH and averages 42 MPH. The 85 percentile speed for Westbound traffic on the two lane section of this roadway ranges from 46 to 48 MPH and averages 47 MPH. The speed limit in the county west of the city limits is 45 MPH. Traffic slows near the intersection of County Road 172 to 32 MPH eastbound and 38 MPH westbound. The necessity to provide reasonably uniform speed limits would eliminate a special lower speed limit for the quarter mile segment of McNeil at the County Road 172 intersection or a higher speed for the one-quarter mile segment E -F. The railroad crossing, at street grade, at McNeil road as it passes under I-35 can present a hazard to motorists. However, this situation does not necessarily affect study speed limits since there are railroad cross arms to stop traffic on each side of the crossing, and traffic control devices will be erected at this intersection. Finally, the two eastbound lanes of McNeil Road split at the eastern edge of the study area; at the intersection of McNeil and South Blair Street. The northern most eastbound lane of McNeil is required to turn onto S. Blair, while the southern lane continues as McNeil Road as it separates again as it reaches the Mays Street bridge and the urban downtown area. This street pattern requires eastbound traffic to make numerous turning movements on narrow pavements while coping with other intersecting and converging traffic. Prepared by: James M. Based on the analysis of this information, it is my engineering judgement that the speed limit on McNeil should be established as follows: McNeil Road eastbound and westbound from the city limits to a point 400' west of Oakridge should be 45 MPH; and McNeil Road eastbound and Westbound from a point 400' west of Oakridge Drive to the east side of Lake Creek should be 40 MPH. The current eastbound speed limit of 35 MPH, currently posted on McNeil Road at, or near, the road's intersection with Lake Creek should be eliminated and the statutory to 30 MPH speed limit should apply East of Lake Creek to more adequately prepare motorists to cope with the required turning movements and intersection traffic. McNeil Road, west of South Blair to 1-35, is a straight, four-lane, road with good sight distances west of its intersection with South Blair St. The two study sections of this portion of the road (between S. Blair and 1-35) have westbound 85 percentile speeds of 44 MPH and 36 MPH. Therefore, it is recommended that the current westbound speed limit of 35 MPH, posted on McNeil Road at or near its intersection with South Blair, be increased to 40 MPH.
