J04 AN ORDINANCE AMENDING CHAPTER 1, SECTION 17.B.(4), CODE OF ORDINANCES, CITY OF ROUND ROCK, TO PERMIT THE DISCHARGE OF FIREARMS DURING COMPETITIVE EVENTS UNDER CERTAIN CIRCUMSTANCES; PROVIDING A SAVINGS CLAUSE AND REPEALING CONFLICTING ORDINANCES. BE IT ORDAINED BY THE COUNCIL OF THE CITY OF ROUND ROCK, TEXAS: I. That Chapter 1, Section 17.B.(4), Code of Ordinances, City of Round Rock, Texas is hereby amended to read as follows: (4) The discharge of firearms during organized competitive events, when a permit therefor has been issued by the City Council. The City Council may issue a permit only when the organizer has: (1) made application for a permit, indicating its name, address, date, time, duration, location, number of participants, and type of event; (2) provided evidence that adequate provisions have been made to ensure the safety of the public, spectators, participants, and property; and (3) provided the City with evidence of insurance coverage for spectators and property in the amount of $300,000.00 combined single limit. The insurance policy shall also name the City of Round Rock as an additional insured. II. A. All ordinances, parts of ordinances, or resolutions in conflict herewith are expressly repealed. B. The invalidity of any section or provision of this ordinance shall not invalidate other sections or provisions thereof. READ and APPROVED on first reading this the day of 1990. (Second Reading) STAFF RESOURCE PERSON: Joanne Land STAFF RECOMMENDATION: amending the Firearms At the last Council meeting Council requested modifications be made to the proposed firearms ordinance amendment in order to have better control of requests for use of firearms during organized competitive events. The changes are as follows: The City Council may issue a permit only when the organizer has: 1) made application for a permit, indicating its name, address, date, time, duration, location, number of participants, and type of event; 2) provided evidence that adequate provisions have been made to ensure the safety of the public, spectators, participants, and property; and 3) provided the City with evidence of insurance coverage for spectators and property in the amount of $300,000.00 combined single limit.
